Education and Experience: Bachelor’s Degree or higher in Business, Public Administration, Construction Management, Engineering, Information Systems, or a related field and four (4) years of progressively responsible experience in transportation management, toll operations, parking systems, security systems, municipal services, or infrastructure management of equipment, facilities, and grounds maintenance, including three (3) years of supervisory experience.
Licenses and Certifications: Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment.
Under direction, manage, plan, coordinate, and supervise international bridges and parking meter operations, including facilities maintenance and repairs. Coordinate assigned activities with other divisions, departments, and outside agencies.
Plan, organize, coordinate, and administer international bridges toll collection and parking meter operations.? Involves:? Oversee the planning, implementation, direction, and management of all functions, systems, and resources. Prepare cost estimates and order supplies, materials, and equipment to ensure efficient operations. Assist in writing specifications for bid proposals. Provide direction and oversight in the implementation and operation of inventory control systems. Manage and administer service contracts related to security, janitorial, and armed delivery services. Identify and plan to meet future needs. Develop and implement policies and procedures. Coordinate with federal agencies and Mexican authorities on operational issues. Keep abreast of federal policies and issues impacting international crossings.
Develop and implement facilities maintenance systems and programs. Involves: Identify and specify facilities maintenance requirements or modifications to new or existing facilities. Develop and implement standardized maintenance and preventative maintenance programs to include bridge approaches, lane markings, toll booths, computer systems, parking meters, cameras, lighting, HVAC, utility/power sources and backups, plumbing, carpentry, and painting.?Coordinate and manage maintenance and repairs of facilities and equipment. Receive work requests from department staff and determine priorities and forward tasks to appropriate City staff or contractors. Inspect work to assure completion in accordance with specifications. Discuss problems with contractors or other City departments.
Prepare and administer budgets. Involves: Assist in the preparation of budgets and in identifying and analyzing budget needs and priorities. Monitor expenditures and identify cost-reduction opportunities. Review and approve vouchers, purchase orders, and other payments of assigned areas to assure sound fiscal controls.?
Supervise assigned personnel.? Involves:? Assign, schedule, guide, and monitor work.? Appraise employee performance and review subordinate supervisors’ appraisals.? Provide for training and development.? Counsel, motivate, and maintain harmony.? Identify and resolve staff differences, conflicts, and deficiencies.? Interview applicants.? Recommend hiring, termination, transfers, discipline, or other employee status changes.? Enforce personnel rules and regulations and work behavior standards firmly and impartially.? Approve leave requests and document absences.
Perform related duties as required.? Involves:? Perform duties of immediate supervisor, coworkers, maintenance, or customer service personnel as necessary to ensure continuity of operations during absences.? Advise supervisor promptly of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options.? Maintain accurate records and prepare periodic reports and presentations.
