Description of Work
This is skilled supervisory work in the upkeep of lawns and grounds surrounding state institutions or buildings. Positions furnish technical guidance and supervision to grounds crews engaged in the construction, modification, and general upkeep of grounds areas. Work assignments involving the standard application of horticultural practices are performed under general supervision. Projects involving technical horticultural knowledge and application are outlined by the grounds superintendent who reviews the project during progress and upon completion for acceptable workmanship and adherence to project plans.
Reporting to the Maintenance/Construction Supervisor III, this position handles the design and upkeep of lawns, landscaping, and grounds surrounding Western Correctional Center for Women in Black Mountain, NC.
Job duties include but are not limited to:
- Completing work assignments received from MMS work order system and the Maintenance/Construction Supervisor.
- Mowing, edging, removing leaves, trash, and snow, and trimming trees and shrubs as required.
- Applying pesticides and selecting plants and trees which are adaptable to the local climate.
- Sketching landscape plans for undeveloped areas, locating plants, trees, sidewalks, roads, etc.
- Preparing requisitions for supplies, materials, and equipment needed for grounds department and providing cost
estimates for expenditures to maintain the grounds and equipment.
- Ensuring grounds equipment has up-to-date service records and is cleaned regularly.
- Making minor mechanical repairs to equipment such as tractors, mowers, disks, and rakes
- Supervising the work of skilled, semi-skilled, and unskilled labor (including offenders) and ensuring they are adhering to OSHA guidelines for safety.

The Division of Engineering, Construction, and Maintenance (DECM) serves as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement, new construction, renovation, and repair projects with the State Construction Office (SCO). DECM also acts as the DAC representative on matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, as well as construction and maintenance services. This ensures that all statewide Institutions and Facilities comply with building codes, regulations, and legislative mandates while promoting the agency’s rehabilitation and reentry goals through offender job training in the construction and maintenance trades.
We support the Institutions and Facilities directly and indirectly by installing and maintaining kitchen, plumbing, mechanical, electrical, and electronics equipment. The DECM-Engineering team consists of experts in architectural and engineering design, property services, project management, and sustainability, efficiency, and resiliency (SE&R). These services support new construction, renovation, and like-in-kind and upgrade maintenance repairs to the agency’s physical plant while ensuring compliance with the NCDOA State Construction Office.
The Support Services Division oversees the operations and infrastructure that sustain facilities within the Department of Adult Correction. Responsibilities include facility maintenance, fleet and warehouse management, food services, construction and renovation projects, and energy efficiency. This division plays a vital role in supporting daily operations and long-term planning.
