The State of Connecticut, Secretary of the State (SOTS) is currently seeking an IT professional with broad and deep technical knowledge across enterprise environments for the role of Information Technology Analyst 3. This position designs complex systems, solves difficult technical problems, and leads technical teams or projects in an enterprise environment. POSITION HIGHLIGHTS

THIS JOB IS FOR YOU IF
- You enjoy leading medium-to-large application development projects and guiding complex systems from requirements through implementation using structured methodologies such as the System Development Lifecycle (SDLC).
- You excel at translating business needs into clear business and functional requirements, and have experience documenting, analyzing, and improving business processes through techniques such as process mapping and data modeling.
- You are a technically-experienced developer or systems professional with knowledge of enterprise technologies such as Java, Java EE, .NET, and SQL, and enjoy solving complex application and integration challenges.
- You are comfortable coordinating technical initiatives across teams, including developing project plans, contributing to Requests for Quotes (RFQ) and Requests for Proposals (RFP), and working with vendors, stakeholders, and IT staff to deliver high-quality solutions.
- You take a customer-focused approach to technology, communicate complex concepts clearly, and use analysis, monitoring, and metrics-driven insights to help organizations measure performance and improve outcomes.

- Provide advanced technical support and oversight for the agency’s portfolio of business applications;
- Evaluate and recommend technology solutions to support agency programs and operational needs;
- Conduct business analysis to identify system requirements and support application enhancements;
- Develop and document business and functional requirements for application development and system improvements;
- Lead or coordinate application development projects and conduct application security risk assessments;
- Review and provide technical guidance on the work of assigned staff, including Information Technology Analysts;
- Serve as liaison between technical teams, system developers, and agency management;
- Collaborate with business owners and agency leadership to gather requirements and communicate project status and technical solutions;
- Coordinate application development and support activities with external vendors and the Department of Administrative Services Bureau of Information Technology Solutions (BITS);
- May supervise or provide project leadership to lower-level IT staff.

The Information Technology division administers, supports, develops and maintains all computer systems and related applications within the agency. It also provides assistance to the Centralized Voter Registration system, Business Services Application, the agency website and all E-Government initiatives within the agency.
