RydeTrans was founded in 1979 and incorporated in 1996 to provide safe and high-quality transportation to people in the East Bay. We serve a diverse group of institutional customers such as public transit agencies, governmental entities, school districts, health care providers, and social service agencies, as well as private customers. We provide a wide array of transportation products, including paratransit, fixed route, shuttle, charter services, and ADA eligibility assessments.

Rydetrans is seeking an experienced and highly motivated ADA Eligibility Manager to lead the administration of our ADA paratransit eligibility program. This role is critical to ensuring full compliance with the Americans with Disabilities Act and applicable Federal Transit Administration regulations (49 CFR Part 37), as well as meeting all requirements under public transit agency contracts.
The ADA Eligibility Manager will ensure fair, consistent, and timely eligibility determinations while maintaining a strong focus on customer service, regulatory compliance, and audit readiness. This position plays a key role in contract performance, agency coordination, and service quality.
**This position is contingent upon Rydetrans being awarded the associated contract/project.**

Administer ADA eligibility determinations in accordance with federal regulations (49 CFR §37.123–37.125) and client contract requirements

Ensure compliance with all ADA eligibility categories:

Conditional, unconditional, temporary, and visitor eligibility

Maintain audit-ready files and documentation for agency oversight and triennial reviews

Serve as subject matter expert on ADA eligibility policies and regulatory interpretation

Ensure adherence to the 21-day determination requirement

Supervise eligibility specialists, interviewers, and administrative staff

Develop and deliver training on:

ADA regulations

Functional assessment practices
-
Customer sensitivity and communication
-
Conduct performance evaluations and implement continuous improvement plans

Manage Travel Training Program

Oversee intake, review, and processing of eligibility applications

Ensure appropriate use of in-person, phone, and functional assessments

Maintain consistency and defensibility in eligibility determinations

Implement quality assurance measures to ensure accuracy and compliance

Manage the ADA appeals process in compliance with federal and contract requirements

Coordinate independent appeal hearings and ensure timely resolutions

Ensure all applicant communications are clear, accessible, and respectful

Partner with call center and customer service teams to resolve eligibility-related concerns

Utilize eligibility and scheduling software systems to track applications and determinations

Monitor and report on key performance indicators, including:

Application processing timelines

Eligibility outcomes

Appeals and overturn rates

Prepare reports for internal leadership and contracting agencies

Ensure data integrity and alignment with scheduling systems

Collaborate with operations and scheduling teams to ensure eligibility outcomes align with service delivery

Support system integration between eligibility and scheduling platforms (e.g., Trapeze, Ecolane, Spare)

Coordinate with Human Resources and Training teams on ADA-related compliance and staff development

Bachelor’s degree in Public Administration, Social Services, Transportation, or related field preferred or…

3–5 years of experience in ADA paratransit, eligibility determination, or human services

Minimum 5 years supervisory experience

Strong working knowledge of ADA regulations (49 CFR Part 37)

Experience with paratransit software systems (e.g., Trapeze, Ecolane, Spare)

Strong communication, analytical, and documentation skills

Experience working under public transit agency contracts

Knowledge of functional assessment methodologies and conditional eligibility practices

Experience supporting Federal Transit Administration triennial audits

Bilingual (Spanish/English) highly desirable
