ITCON is seeking a
Web Developer SME to support the
NAVSUP Enterprise Web (NEW) environment, NAVSUP's primary platform for delivering web-based capabilities across the NAVSUP enterprise, customers, and the Fleet. This role will serve as a senior technical leader supporting website design and maintenance, dynamic web application development, data modeling, interface prototyping, and requirements leadership for MyNAVSUP and other web-based capabilities within the NEW portfolio. You will work closely with federal mission area stakeholders to coordinate reporting, analyze enterprise geospatial activities, and support governance processes that advance geospatial maturity and compliance obligations. The Web Developer SME will work closely with government stakeholders, business analysts, and other developers to design, deploy, maintain, and modernize web-based solutions that meet mission requirements, comply with accessibility and security standards, and support a consistent user experience across multiple applications and modules. This position is ideal for a hands-on technical leader with deep web development experience, strong Oracle-backed application skills, and the ability to lead multiple efforts simultaneously in an Agile delivery environment.
- Design, build, update, and maintain internal and external websites, web pages, navigation structures, and web content within the NAVSUP Enterprise Web environment based on customer requirements. ·
- Collaborate with site owners and content owners to organize content, configure access settings, and deliver ongoing website and page maintenance support. ·
- Ensure websites and pages meet W3C standards and Section 508 accessibility requirements and are completed within required delivery timelines.
- Design, deploy, maintain, and enhance dynamic, database-driven web applications and capabilities within the NEW portfolio, either independently or as part of a development team. ·
- Deliver minimally viable prototypes and production-ready functionality for small, medium, and large applications within required sprint and delivery timelines. ·
- Develop high-quality business logic and source code that meets customer requirements and passes SonarQube vulnerability scans and technical review standards.
- Design and maintain Oracle data models that support application processing and reporting requirements within NEW-hosted applications. ·
- Execute SQL scripts and support the creation and population of Oracle database tables within custom schemas in coordination with project leadership and database administrators. ·
- Ensure data model designs conform to naming conventions, normalization standards, and current database standards.
- Design user interface screens, navigation elements, forms, reports, and web prototypes using current UI/UX, responsive design, and accessibility best practices. ·
- Develop and refine prototypes that comply with W3C standards for HTML, CSS, and JavaScript and satisfy Section 508 and WCAG accessibility requirements. ·
- Support customer demonstrations, functional reviews, and prototype validation activities through final approval.
- Lead or support the simultaneous development of up to four distinct modules or applications within the NEW portfolio. ·
- Serve in a team lead and/or Scrum Master capacity to drive consistent technical implementation, mentoring, coordination, and knowledge transfer across the contractor team. ·
- Partner with business analysts, developers, and government stakeholders to translate requirements into maintainable, secure, and scalable technical solutions
- Conduct knowledge transfer and mentoring for government personnel through over-the-shoulder support, documentation updates, and other approved methods. ·
- Provide source code, markup, scripts, and related technical files within required timelines, including when a feature is released, a project ends, or personnel depart the contract. ·
- Contribute to monthly status reporting, deliverable documentation, transition support artifacts, and other contract-required deliverables.
- Bachelor's degree in Computer Science, Information Systems, Software Engineering, Web Development, or a related field, or equivalent relevant professional experience. ·
- Senior-level experience in web development and technical leadership, with demonstrated ability to lead complex website and web application efforts in a federal or enterprise environment. ·
- Demonstrated experience with HTML/HTML5, CSS/CSS3, JavaScript, Ajax, and jQuery. ·
- Demonstrated experience with Bootstrap and responsive web design. ·
- Demonstrated experience with PL/SQL and Oracle-backed web application or data model development. ·
- Experience designing and maintaining websites, web applications, data models, and web interface prototypes. ·
- Experience leading or supporting Agile-based delivery, including requirements leadership, sprint-based execution, and MVP delivery. ·
- Experience developing solutions that comply with Section 508, W3C, and accessibility standards. ·
- Strong understanding of secure development practices and ability to produce code that meets vulnerability scanning and quality expectations. ·
- Strong written and verbal communication skills, with the ability to work directly with customers, technical teams, and government stakeholders. ·
- Ability to support knowledge transfer, mentoring, and technical documentation requirements throughout the period of performance. ·
- Current DoD 8140.03 Information Assurance baseline certification at IAT Level II, with CompTIA Security+ CE or an approved substitute (CCNA Security, CySA+, GICSP, GSEC, CND, or SSCP), current prior to engagement. ·
- Ability to obtain and maintain required onboarding approvals, including background investigation processing, CAC eligibility, SAAR-N processing, NDA execution, and mandatory Navy/DoD training completion. ·
- Ability to perform work from within the United States at NAVSUP BSC workspaces or an approved alternate telework location.
- Experience with Oracle Application Express (Oracle APEX). ·
- Experience with Oracle Application Development Framework (ADF) and JDeveloper. ·
- Experience with FTP/SFTP and enterprise web hosting or deployment support. ·
- Experience with graphic design, UI pattern libraries, or digital design assets that support federal web solutions. ·
- Experience using Azure DevOps or similar tools to support Agile planning, backlog management, and collaboration with business analysts and testers. ·
- Experience supporting federal web modernization, especially in DoD or Navy environments with strong accessibility, security, and documentation requirements. ·
- Experience mentoring developers and supporting team standardization across multiple concurrent modules or applications. ·
- Familiarity with enterprise application environments that include content management, collaboration, business process support, dashboards, and web services.
