Technical Business Analyst
Remote
Blu Omega is seeking a Technical Business Analyst to support a federal health program focused on public health initiatives. This role operates within a hybrid environment and is responsible for translating business needs into technical requirements within an Agile delivery framework. The position requires experience supporting IT, data analytics, or technical delivery environments and supporting government health or public health programs.

Responsibilities
- Partner with business users, Product Owners, and technical teams to elicit, analyze, document, and validate requirements.
- Translate business needs into user stories, acceptance criteria, business rules, and technical specifications.
- Facilitate requirement-gathering sessions through stakeholder interviews, process reviews, use cases, and workflow analysis.
- Analyze existing systems and processes to identify gaps and automation opportunities.
- Develop recommendations to improve business processes and system functionality.
- Support Agile ceremonies, backlog refinement, and sprint planning.
- Manage requirements, user stories, backlog items, and defects using Jira, Azure DevOps, or similar tools.
- Support User Acceptance Testing and validate solutions during deployment.
- Maintain organized requirements documentation and process flow diagrams.
Required Qualifications
- 3+ years of experience working directly with business system users to elicit and document requirements.
- Experience developing clear acceptance criteria with Product Owners.
- Experience within an Agile delivery framework and understanding of Agile principles and ceremonies.
- Experience using Jira, Azure DevOps, or similar tools for requirements management.
- Ability to analyze complex business processes and create process flow diagrams.
- Excellent stakeholder communication and facilitation skills.
- Bachelor’s degree in business, information technology, data analytics, computer science, or a related field.
Preferred Qualifications
- Supporting government health or federal programs.
- Experience as a backup Scrum Master or supporting Scrum Master duties.
- Knowledge of data structures, relational databases, and data governance principles.
- Professional certification such as CBAP, PMI-PBA, or Agile certification.
Compensation
Salary Range: $75,000.00 - $95,000.00
Final compensation is based on technical skills, experience, education, certifications, and clearance.
