- POSITION OVERVIEW:
- HHCLA is seeking a Participant Support Team Lead at the Skid Row Care Campus (SRCC). This position directly supervises up to 5-7 Participant Support Specialists. The Participant Support Team Lead is responsible for the everyday operations related to SRCC hospitality services, group and partner activities, pet program and kennel services, greenspace, onsite locker program, client outreach, engagement and orientation, and the overall function of the participant support team. This position is responsible for ensuring all clients at the SRCC are proactively greeted and engaged by the participant support team according to the clients’ needs and requests. This position is stationed predominantly outdoors and requires extensive walking and lifting.
- PRINCIPAL DUTIES & RESPONSIBILITIES:
- Personnel Management, Training and Capacity Building
- Supports personnel recruitment, interviewing, hiring processes for the department in line with HHCLA policies and procedures.
- Supervise the Participant Support Specialists at assigned site, during assigned shift:
- Manage call-outs and staff coverage for all shifts; oversee time and attendance in line with HHCLA policies and procedures.
- Review time off requests and review/approve timecards in Paychex; work with Associate Director to arrange coverage for staff vacations/absences
- Support recruitment, hiring, onboarding and training of all new hires
- Conduct progressive discipline with team members when required
- Work collaboratively with the Site Manager to: ensure all trainings are completed and remain up to date for supervisees; provide ongoing skills/capacity building and training opportunities; assess individual team member capacity to complete assigned tasks, and provide developmental support on an as needed basis.
- Monitor and oversee overdose response and intervention efforts during assigned shift; ensure all interventions and responses are conducted per HHCLA policies and procedures.
- Conduct regular individual and group supervision with Participant Support Specialists (at least biweekly, or as needed) to support the professional development of these staff; to catch and troubleshoot issues quickly and effectively; to ensure program objectives are being met and protocols are being followed; documents supervision properly.
- Lead in addressing disciplinary issues with Participant Support Specialists; ensure disciplinary issues are addressed expeditiously and according to progressive disciplinary practices; ensure disciplinary steps are documented according to HHCLA’s policy.
- Plan for and conduct effective and productive shift meetings; document meeting as directed.
- Programming and Operations
- Ensures all clients are warmly greeted when they arrive at the SRCC; ensures Participant Support Specialists are equipped to provide a thorough “orientation” for new clients
- Supervises the operation of ancillary programs and services at the SRCC, including the following role assignments:
- Locker program
- Cart valet
- Kennels and pet relief area
- Greenspace
- Courtyard
- Harm reduction health hub reception/lobby
- Special events
- Groups/clubs and partner activities in the hoteling booths
- Hydration carts/podiums
- Other
- Track inventory and communicate program supply ordering needs to Site Manager to ensure program is fully stocked with necessary supplies.
- Coordinates and oversees campus-based and street-based outreach to identify potential participants who would benefit from SRCC programs and services.
- Coordinates interdepartmental collaboration with the ICMS/SMRS and Clinical teams when requested
- Oversees and supervises the execution of Transfer of Care plans for vulnerable clients during operating hours and at close of business.
- Serves as Participant Support ‘point-person’ for partner activities, internal groups and special events at the SRCC coordinating support with a variety of tasks including event set up and take down, site maintenance during an event, food/beverage service, recruitment and sign in, crowd management, clean up and more.
- Supervises and supports advertising, recruitment and participation in all onsite groups and activities including coordinating PA and courtyard announcements, person-to-person recruitment, warm handoffs facilitated by the participant support specialists.
- Ensure staff maintain SRCC spaces to the highest standard - clean, well-stocked, and organized, welcoming; Assists with, and directs the participant support team to assist with, facility upkeep and custodial duties as required – including sweeping/mopping, emptying trash cans, washing window and wall, cleaning up spills and other messes, cleaning garden beds, handling garbage and other debris.
- Conducts hazardous waste collection and safer disposal according to HHCLA policies and procedures. All participant support staff, at all levels, are required to clean up hazardous waste, blood and bodily fluids on a regular basis. Full training and PPE provided
- Security and Safety
- Ensure the SRCC is a safe and welcoming place for clients, staff and partners.
- In conjunction with the Safety Team/Leads, effectively evaluate program spaces at the SRCC to address and resolve issues quickly, adjusting flow when necessary to adhere to space capacity; including assessing and managing energy to determine capacity.
- Work with the Site Manager to ensure staff are comfortable and confident with OD and substance involved medical emergency intervention as well as after-care monitoring and transfer of care processes.
- Manage and respond to critical incidents reported by supervisees; escalate to upper management when appropriate.
- Conduct and model effective non-violent crisis intervention, de-escalation, opportunities to correct, and clear the space protocols per HHCLA protocols
- Documentation, Reporting, Policy and Procedures:
- Ensure Participant Support Specialists are meeting all stated program objectives, deliverable targets; ensure all services are delivered to the highest standard and in accordance with contract requirements.
- Ensure Participant Support Specialists are documenting service delivery consistently and accurately in REDCap or as directed; Review documentation frequently and provide timely correction and additional training to staff as needed.
- Produce audit worthy documentation and reports for internal use, government contracts, and private funders as directed.
- Complete file incident reports in a timely manner and in line with HHCLA policies and procedures; escalate issues flagged in incident reports to upper management as appropriate.

- Communicate effectively in a culturally competent and diverse consumer population and promote favorable interaction with managers, co-workers and others.
- Represent the mission and philosophy of HHCLA to the community in relevant coalitions and advocacy efforts.
- Maintain familiarity with agency and program policies and procedures, as well as all other applicable regulations.
- Attend and participate in supervision, staff meetings, trainings, conferences, workshops, and special projects to promote professional development.
- Model HHCLA approach, mission, and core values in all communication, correspondence, community events, coalitions, and advocacy efforts.
- Maintain safety policies and procedures to achieve and maintain a safe work area and safe work practices.
- Carry out required duties effectively with minimal supervision.
- Report to work on time and maintain reliable and regular attendance.
- Regularly lift and/or move up to 10 pounds and occasionally move or lift up to 40 pounds.
- Carry out other duties as assigned.
- QUALIFICATIONS & SKILLS:
- REQUIRED:
- 1+ years of experience in a supervisory capacity in harm reduction setting required
- Strong interpersonal and communication skills, both verbal and written
- Ability to work with multiple teams across all departments of the organization
- Ability to collaborate and engage with staff and external partners at all levels; must consistently exercise sound judgement
- Excellent presentation skills and public speaking experience required
- Demonstrated organizational skills required
- Intermediate computer literacy skills required specifically Outlook, Google suite, Microsoft office, Canva.
- PREFERRED:
- Bilingual in Spanish and English
- Lived experience in the areas of housing instability/homelessness, substance use, sex work, incarceration, and/or HIV and HCV prevention preferred.
- Overdose intervention experience preferred.
- CERTIFICATES, LICENSES, REGISTRATIONS:
- OSHA 10 – preferred. Can be completed once hired.
- CPR/AED Certification. Can be completed once hired.

Pay: $30.00 - $34.00 per hour
