We are seeking a Program Development Officer for one of our Middle East offices. The Program Development Officer (PDO) creatively crafts grant proposals to maximize funding opportunities and ensure continued Christ-like care of those seeking safe harbor from a war-torn region. The PDO coordinates the design and reporting of programs, as well as the development of donor relationships, for the office. The PDO provides technical assistance and knowledge management support throughout the project cycle, including implementation, monitoring, and close-out.
A day in the life of a PDO:
In the role of PDO, you will have the opportunity to:

Maintain a personal, active relationship with Jesus Christ and is a consistent witness for Jesus Christ.

Develop programming through writing concept papers, proposals, and budgets using best practices and lessons learned in coordination with appropriate program units.

Coordinate with multiple internal departments throughout the proposal development process to ensure the ultimate quality and practicality of programs.

Build relationships with bilateral donors, non-governmental organizations, working groups, and other agencies.

Participate in relevant cluster meetings and other donor/partner meetings as directed by the DCD.

Monitor and be aware of upcoming agency calls for proposals and proactively inform assigned supervisors of upcoming opportunities.

Oversee submission of data collection, analysis, and reporting with timely submission to relevant IHQ departments.

Develop assessments, baselines, and budgets; monitor spending and monitoring and evaluation systems; and make field visits to verify data, reporting, and close-out.

Assist with strategic planning and the implementation, monitoring, evaluation, and reporting of newly-funded programs.

Lead and institutionalize learning processes across programs by capturing lessons learned, documenting best practices, and conducting program learning workshops.

Ensure that learning is systematically translated into program design adaptations, proposal development, and strategic decision-making.

Build the capacity of national field staff in general program development skills, behavior change communication, and quantitative and qualitative monitoring and evaluation skills.

Maintain detailed records of all relevant grant documentation in both electronic and hard copy form.

Ensure grant documents are filled out and kept for audit purposes.

Promote and safeguard the welfare of all Samaritans Purse beneficiaries, especially children, young adults, and adults at risk, within the context of all Samaritans Purse programming.
Qualifications & Experience:
-
Bachelors degree in International Affairs/Development, Politics, or similar field of study and two (2) or more years professional experience; or equivalent combination of education and experience. Previous experience working abroad preferred. Experience working with monitoring and evaluation routines of major donors preferred. Experience working with a multi-national staff team preferred. Experience working U.S. government funded programs strongly preferred. Masters degree preferred. Twelve credit hours of college-level Biblical studies is required.

Thorough knowledge of US Government rules and regulations for grants and cooperative agreements

Ability to analyze data and project activities against core documents, policies, humanitarian ethics, and organizational goals

Ability to design, implement, and evaluate data collection tools and analysis

Ability to communicate and interact well with people of different educational, linguistic, cultural, and socio-economic backgrounds
