We are seeking an experienced Senior Financial Analyst to support our projects, by providing financial reconciliation, reporting, and accounting support for agencies.
Key Responsibilities
- Perform financial reconciliations and accounting activities.
- Conduct monthly General Ledger (G/L) account reconciliations and prepare General Journal (GJ) entries in accordance with established deadlines.
- Execute monthly depreciation activities within the Sunflower Property System, including researching and resolving interface discrepancies.
- Perform monthly and quarterly Property, Plant, and Equipment (PP&E) testing to ensure compliance with federal accounting standards.
- Support accounting activities related to Property, Construction Work in Process (CWIP), software capitalization, and asset management.
- Manage financial activities supporting the Invested Equipment (IE) Program, including loan balances, repayment entries, and reconciliations.
- Calculate and analyze leave, benefits, and depreciation rates and prepare supporting financial analyses.
- Support Treasury CARS/SF-224 reconciliation activities, analyze discrepancies, prepare corrective entries, and coordinate with financial operations staff.
- Monitor Fund Balance with Treasury (FBwT) balances and coordinate corrective actions to resolve negative balances within required timeframes.
- Prepare accurate financial reports, reconciliations, and supporting documentation for management and audit purposes.
- Analyze financial data and recommend process improvements, including opportunities for automation and increased efficiency.
- Support implementation and transition activities associated with the Business Applications Solution (BAS) Oracle E-Business Suite financial system.
- Prepare monthly status reports and support development of task order deliverables.
- Collaborate effectively with federal staff and customer bureaus to resolve financial reporting, reconciliation, and audit issues.
Qualifications
- Bachelor's degree in Accounting, Finance, Business Administration, or a related discipline.
- Minimum of five (5) years of experience in federal financial management, financial reconciliation, data control, cost execution, and/or financial statement preparation.
- Experience supporting federal accounting operations and financial reporting.
- Knowledge of federal financial systems and federal accounting principles.
- Experience using financial reporting tools such as Commerce Business System (CBS), Business Intelligence reporting tools (Business Objects, Tableau, or similar), and advanced Microsoft Excel.
- Knowledge of United States Standard General Ledger (USSGL) posting logic, accounting relationships, and federal fund structures.
- Experience reviewing and interpreting federal financial regulations, accounting policies, and financial reports.
- Strong analytical, problem-solving, and reconciliation skills.
- Experience preparing reports for management, auditors, and other stakeholders.
- Excellent written and verbal communication skills.
- Ability to work collaboratively with federal staff and multiple organizational stakeholders.
Preferred Qualifications
- Certified Public Accountant (CPA).
- Certified Government Financial Manager (CGFM).
- Experience supporting Department of Commerce financial operations.
- Experience with Sunflower Property System, Oracle E-Business Suite (Oracle EBS), or similar federal financial management systems.
- Experience supporting financial system implementations or modernization initiatives.
- Experience identifying and implementing business process improvements and financial automation solutions.
