The Town of Carthage is seeking an experienced and motivated planning professional to serve as our Part-Time Town Planner. This position offers a unique opportunity to help guide growth and development in a thriving small town while preserving the character, history, and quality of life that make Carthage special.
Located in the heart of Moore County, Carthage is experiencing continued growth and investment. The Town is seeking a planner who can provide professional guidance on development, zoning, land use policy, community planning, and economic development initiatives.
Working under the direction of the Town Manager, the Planner serves as a key advisor to the Town Council, Planning Board, Board of Adjustment, staff, developers, and citizens on planning-related matters.
KEY RESPONSIBILITIES
· Coordinate current and long-range planning activities
· Review development proposals, rezonings, subdivisions, site plans, and special use applications
· Prepare staff reports and recommendations for appointed boards and Town Council
· Assist with implementation of the Town's Comprehensive Plan and Unified Development Ordinance
· Provide planning support for transportation, utility, parks, and public facility projects
· Coordinate development review processes and technical reviews
· Serve as the Town's primary planning liaison with developers, engineers, architects, property owners, and public agencies
· Support downtown revitalization and economic development initiatives
· Assist with planning-related grants and special projects
· Conduct public meetings and engage citizens on planning matters
· Attend evening meetings as required
QUALIFICATIONS
Minimum Qualifications:
· Bachelor's degree in Planning, Public Administration, Geography, Landscape Architecture, Urban Design, Engineering, or a related field
· Three (3) years of professional planning experience, preferably in municipal or county government
· Equivalent combinations of education and experience may be considered
Preferred Qualifications:
· Experience administering zoning and development regulations
· Knowledge of North Carolina General Statutes Chapter 160D
· American Institute of Certified Planners (AICP) certification or ability to obtain
· School of Government Zoning Administrator certification
· Certified Floodplain Manager (CFM) designation
· Experience with GIS applications and development review software
· Schedule
· This is a part-time exempt position working approximately 24 hours per week. The schedule offers flexibility but requires attendance at evening meetings of the Planning Board, Board of Adjustment, and Town Council as necessary.
COMPENSATION
· Salary Range: Competitive and dependent upon qualifications and experience.
· Minimum Salary: $33.50 per hour or $41,808 annually
· Maximum Salary: $35.87 per hour or $44,772 annually
