Overview
Broxton Inc. is a California Class A General Engineering Contractor building a track record in public works construction throughout Southern California. We are growing rapidly and expanding the scope and scale of projects we pursue - from street improvements and site infrastructure to larger municipal and county contracts. We are looking for a sharp, driven estimator to lead our bidding efforts and help us compete for and win significant public agency projects.
Position Summary:
The Heavy Civil Estimator is responsible for preparing accurate and competitive bids on public works projects including roads, utilities, grading, drainage, and related infrastructure work. This person will manage the full estimating process from bid solicitation through bid submission.
Qualifications
- Identify, evaluate, and track bid opportunities across public agency portals including PlanetBids, eBidboard, LA City RAMP, Bid Express, and agency-specific procurement systems;
- Lead the full estimating process from bid solicitation through submission - quantity takeoffs, pricing, subcontractor and supplier solicitation, bid assembly, and portal submission;
- Read and interpret civil plans, specifications, and contract documents across a range of project types including street improvements, grading, drainage, utilities, and site infrastructure;
- Solicit, review, and level subcontractor and supplier quotes to build competitive pricing packages;
- Manage bid calendars and deadlines;
- Analyze bid results - wins and losses - and use that data to continuously refine our pricing strategy and competitive positioning;
- Work directly with the principal on project selection, bid strategy, go/no-go decisions, and pursuit priorities; and
- Identify and evaluate new project types, agencies, and markets as the company expands its scope.
What We're Looking For:
- 3+ years of estimating experience on California public works or heavy civil projects — street improvements, grading, drainage, utilities, or related infrastructure work
- Strong command of California prevailing wage requirements, DIR registration, and Public Contract Code
- Demonstrated ability to read civil plans and perform accurate quantity takeoffs from construction drawings
- Experience building competitive bids
- Solid understanding of subcontractor and supplier markets in Southern California
- Familiarity with PlanetBids and other public agency procurement portals
- Working knowledge of SSPWC (Greenbook) and Caltrans standard specifications
- Highly organized, deadline-driven, and able to manage multiple active bids simultaneously
- Field construction experience is a strong plus - we want someone who understands how work gets built, not just how it gets priced
Nice To Have:
- Experience with federally funded projects - ARPA, CDBG, HUD (Davis-Bacon, SAM.gov, Build America Buy America compliance)
- Experience estimating projects in the $500K–$5M range
- Existing relationships with subcontractors and suppliers in the LA/OC/Inland Empire market
- Familiarity with City of LA, LA County, Caltrans, or Metro procurement processes
- Experience with estimating software (HCSS HeavyBid, B2W, Agtek, or similar)
Pay: $65,000.00 - $85,000.00 per year
