Advocates for Self-Determination, LLC is seeking an experienced AFC Home Manager to provide leadership, operational oversight, and regulatory compliance within one of our licensed residential programs serving adults with developmental disabilities and/or behavioral health needs.
This is not an entry-level management position. Candidates must have a minimum of three (3) years of direct work experience in a licensed Adult Foster Care (AFC) residential home.
The ideal candidate understands that successful AFC management requires more than providing direct care. The Home Manager is responsible for developing staff, maintaining documentation, overseeing client services, managing schedules, monitoring medication and health requirements, maintaining licensing readiness, and ensuring the home operates safely and effectively.
Minimum Experience Requirement
REQUIRED – Minimum 3 years of experience working in a licensed AFC residential home.
Candidates should have hands-on experience with several of the following:
- AFC licensing and compliance requirements
- Direct Care Worker supervision
- Staff scheduling and coverage
- Medication administration and MAR documentation
- Individual Plans of Service (IPOS)
- Recipient Rights
- Client documentation and progress notes
- Incident reporting
- Staff training and coaching
- Behavioral and crisis-support plans
- Medical appointments and healthcare documentation
- Licensing inspections and audits
Previous AFC Home Manager, Assistant Home Manager, Residential Manager, Program Manager, or Team Lead experience is strongly preferred.
Applicants without the required 3 years of licensed AFC residential experience will not be considered for this position.
Key Responsibilities
Staff Leadership & Accountability
- Supervise, coach, train, and develop Direct Care Workers and Team Leaders.
- Participate in interviewing, onboarding, orientation, and training of employees.
- Develop and maintain staffing schedules and appropriate client-to-staff ratios.
- Conduct employee coaching and performance evaluations.
- Address attendance, performance, conduct, and compliance concerns promptly.
- Ensure employees complete all required training and certifications.
- Conduct regular staff meetings and maintain appropriate documentation.
- Maintain clear communication and accountability throughout the team.
Client Care & IPOS Implementation
- Maintain a thorough understanding of each individual’s IPOS, goals, behavioral supports, medical needs, supervision requirements, and preferences.
- Ensure staff properly implement client-specific plans and supports.
- Promote independence, dignity, choice, community participation, and person-centered services.
- Coordinate medical appointments, transportation, recreational activities, and community outings.
- Monitor significant changes in client health, behavior, safety, and functioning.
- Ensure suspected abuse, neglect, exploitation, or Recipient Rights concerns are immediately reported.
Medication & Healthcare Oversight
- Ensure safe and accurate medication administration.
- Review Medication Administration Records (MARs) and identify discrepancies.
- Ensure staff are properly trained and competent before independently administering medications.
- Coordinate medical, dietary, nursing, and therapeutic requirements.
- Ensure medication errors, refusals, missed medications, and other health concerns are reported according to company procedures.
Documentation & Regulatory Compliance
Maintain the home in a continuous state of licensing and audit readiness.
Responsibilities include reviewing and monitoring:

- Medication Administration Records (MARs)
- Incident Reports
- IPOS documentation
- Healthcare documentation
- Appointment Records
- Staff training records
- Client charts
- Attendance and supervision documentation
- Community activity documentation
- Mileage and transportation records
- Required weekly and biweekly paperwork
The Home Manager may also represent the program during licensing surveys, audits, case management reviews, and other regulatory inquiries.
Payroll, Scheduling & Administrative Responsibilities
- Process, review, and verify employee timesheets using the company’s payroll processing system.
- Verify clock-ins/outs, hours worked, overtime, PTO, mileage reimbursement, and applicable shift differentials.
- Identify and resolve payroll discrepancies before submission.
- Monitor overtime and staffing costs.
- Maintain adequate staffing coverage.
- Manage household documentation and administrative deadlines.
- Monitor petty cash and household expenditures.
Home & Operational Management
- Maintain a clean, safe, organized, and inspection-ready residence.
- Conduct environmental and safety inspections.
- Coordinate maintenance needs and follow through until completion.
- Maintain appropriate food, medication, PPE, and household supplies.
- Monitor company vehicles for cleanliness, fuel, inspections, and maintenance.
- Conduct required emergency drills and safety checks.
Required Qualifications
- Minimum three (3) years of experience working in a licensed AFC residential home – REQUIRED
- High school diploma or GED required.
- Previous residential leadership or supervisory experience strongly preferred.
- Experience supporting individuals with developmental disabilities and/or behavioral health needs.
- Knowledge of AFC licensing requirements and Recipient Rights.
- Experience with medication administration and MAR documentation.
- Ability to supervise and coach Direct Care Workers.
- Strong written documentation and organizational skills.
- Ability to manage multiple deadlines and compliance responsibilities.
- Valid Michigan driver’s license with satisfactory driving history.
- Ability to successfully complete required background checks and fingerprinting.
- CPR/First Aid and Recipient Rights certification required or ability to obtain/maintain required certifications.
- Ability to maintain professionalism during behavioral or emergency situations.

Physical Requirements
This position includes direct-care responsibilities and may require bending, stooping, kneeling, assisting individuals with mobility, and lifting or moving up to approximately 40 pounds regularly and occasionally up to 60 pounds.
