Position Overview
Title: Construction Manager
Reports to: Vice President of Preconstruction Services
The Construction Manager acts as the owner’s representative and is responsible for providing agency construction management services to ensure projects are delivered on schedule, within budget, and in compliance with agency standards, contracts, and regulatory requirements. This role involves managing contractors, monitoring progress, resolving field issues, and communicating effectively with stakeholders to achieve project objectives.
Essential Duties & Responsibilities: Include, but are not limited to:
- Represent the client’s interests throughout the life of the project.

Work closely with Vice President of Preconstruction Services, Project Executives, Sr. Project Managers, Project Managers, and Project Coordinators on agency CM projects

Assist with preconstruction activities, including:

Constructability reviews
-
Cost estimating
-
Value engineering
-
Schedule development
-
Logistics Development
- Utility company coordination
- Prime contractor scope of work development
- Lead or support the procurement process, including contractor selection, bid analysis, and contract negotiation.

Assist with CM Agency project design phase and Scope of Work (SOW) development

Assist or lead all of bidding and estimating

Preparing Bid Tabulations

Coordinate with permitting authorities and ensure compliance with regulatory requirements.

Coordinate and lead meetings with clients, contractors, architects, engineers, and other consultants.

Monitor construction progress to ensure adherence to contract documents, quality standards, and timelines.

Manage project scope, schedule, and budget in alignment with client objectives.

Track project costs and manage change orders, ensuring transparency and budget control.

Administer project documentation, including RFIs, submittals, meeting minutes, and progress reports.

Manage and coordinate with all client project vendors
- Manage and coordinate all construction testing with the selected consultant
- Manage and coordinate all Municipal building and site inspections
- Identify and mitigate risks and issues impacting project success.

Periodic site safety inspections and PPE enforcement

Shop drawing review, logging, and distribution

Assist in managing the execution of all construction activities

Inspect and review projects to monitor compliance with building and safety codes, and other regulations
- Participate in all closeout and lessons learned meetings

Lead project closeout activities including punch lists, occupancy permits, final documentation, and warranty transition.

Assist with generating new and repeat business

Participate in proposal and presentation preparation

Attend and participate in client presentations

Attend various business functions

Qualifications and Other Skills and Abilities:

Minimum of 5 years of experience in the construction industry required.

Strong knowledge of construction costs, scheduling, sequencing, and design coordination.

Strong knowledge of commercial construction methods, scheduling, estimating, budgeting, contracts, and risk management.

Very strong English oral & written communication skills are a must.

Familiarity with permitting, review, and inspection procedures.

Ability to anticipate scheduling issues and propose effective solutions.
- Excellent organizational skills with the ability to manage multiple tasks
- Excellent leadership, negotiation, and conflict-resolution skills.

Capable of prioritizing work, meeting deadlines, and maintaining workflow despite interruptions
- Proficiency with Microsoft Office, Procore, Bluebeam, Microsoft Project, and construction management software.
