This is varied skilled work with the responsibility for monitoring and securing compliance of the contractual services performed for the Parks, Golf and Open Space (PGOS) Division to ensure that the contracted services meet City specifications and needs. The position will be responsible for landscape infrastructure related service contracts; including compliance and quality control, budgetary controls and tracking while prioritizing workflow and managing stakeholder feedback. In addition, they will be responsible for protection of PGOS-managed infrastructure by verifying and maintaining large data sets using the City’s Geographic Information System (GIS).
This position is responsible for the entire life cycle management of all assigned service contracts to include the development and solicitation of a Request for Proposal, negotiation of terms, contract compliance, billing, budgeting, frequent and ongoing site inspections, quality assurance, and vendor/contract termination when necessary. Assignments and instructions come from the Parks Foreperson with the employee having the responsibility of determining proper work methods, tools, equipment and procedures. Leadership reviews work through ongoing observation, conferences and with the help of contractual controls used to track service contracts.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee’s fluency in Spanish, Hmong, Laotian or American Sign Language.

Essential Job Functions, Duties, Responsibilities, and Tasks

Responsible to supervise one contract services technician

Monitors Contractual Maintenance Services Within Parks, Golf, and Open Space Operations to ensure that the services meet City specifications and needs, including:

Budgets and monitors all service contract expenditures to ensure that City requirements are met

Handles complaints regarding the cleanliness of public landscapes from both staff and citizens

Prepares and monitors service maintenance contract specifications

Ensures all invoices for contracted services are accurate and submitted on time

Prepares Request for Proposal (RFP) and Request for Bids (RFB) documents

Physical Requirements
Daily responsibilities include both administrative duties in an office setting as well as driving to City designated contracted sites for quality assurance inspections, meeting with contractors, vendors and staff, and resolving contract related issues. Work is physical in nature and requires sufficient physical stamina and strength for:

WORKING CONDITIONS
Work is frequently performed indoors and outdoors with occasional exposure to extreme temperatures. Work is performed throughout the entire City year-round in all weather conditions. On-call and overtime duties are required for emergency situations. Various work assignments are performed with exposure to noise levels that may cause a distraction. Working environment may include small, confined spaces, and working on top of a structure. Exposure to potentially hazardous chemicals such as refrigerants, natural gas, asbestos, lubricants, all types of paint, drain cleaners, anti-freeze, and other chemicals as necessary.
