Metro Professional Services, a distinguished 8(a) Woman-Owned Small Business (WOSB) specializing in professional services, aircrew training, IT support, and security operations, is seeking a qualified Government Special Security Officer (GSSO) to support a contract opportunity for Headquarters Air Combat Command (HQ ACC), 414th Combat Training Squadron (414 CTS), at Nellis Air Force Base, Nevada.
The selected candidate will provide comprehensive physical, personnel, industrial, and information security support within co-use Sensitive Compartmented Information Facilities (SCIFs) and Special Access Program Facilities (SAPFs) in accordance with ACC SSO and HQ ACC A5/8ZX directives, policies, and procedures.
The GSSO will manage security requirements associated with SCIFs, SAPFs, and co-use facilities while simultaneously supporting the roles and responsibilities of the organization's Special Technical Operations (STO) GSSO, SSO Special Security Representative (SSR), and SAP GSSO.
Key Responsibilities
The selected candidate shall independently perform the following security functions:
- Provide physical, personnel, industrial, and information security support for SCIFs, SAPFs, and co-use classified facilities.
- Manage security aspects of assigned SCIF/SAPF and co-use facilities in accordance with directives and policies established by ACC SSO and HQ ACC A5/8ZX.
- Perform responsibilities associated with the organization's STO GSSO, SSO SSR, and SAP GSSO functions.
- Support the day-to-day administration of TS/SCI, STO, SAP, and collateral security programs.
- Conduct and coordinate Controlled Access Billet (CAB) indoctrinations for U.S. and multinational personnel in coordination with appropriate subject matter experts.
- Process and manage Program Access Requests (PARs) for STO and SAP/SCI personnel.
- Coordinate multinational event requests, information technology requests, security requirements, and waivers associated with STO and SAP/SCI operations.
- Support Electronic Warfare (EW) taskings associated with classified warfare planning and Red Flag (RF) exercises.
- Conduct and support required security briefings, indoctrinations, and debriefings for personnel participating in exercises and classified operations.
- Support joint, cyber, and space planning and associated logistical requirements for RF exercises.
- Apply applicable IJSTO/CJCSI policies, CAB Management Plans, security CONOPS, and STO requirements while supporting STO/CAB operations.
- Maintain and apply knowledge of applicable SAP/SCI policies and guidance, including requirements established by ACC, USAFWC, DIA, the 57th Wing, DoD Manual 5205.07, and other applicable DoD directives and manuals.
- Manage personnel security requirements supporting daily STO and SAP/SCI operations, exercises, and events.
- Manage access control requirements, including security and accountability associated with facility access and badge systems.
- Coordinate with Government security organizations, program security personnel, exercise planners, and other mission partners regarding classified security requirements.
- Maintain required security documentation, records, rosters, access authorizations, and other program security materials.
- Ensure classified facilities, programs, and personnel remain compliant with applicable security requirements and prepared for inspections and exercises.
COMSEC Responsibilities
The GSSO will require access to Communications Security (COMSEC) information at on-base locations.
The selected candidate:
- Will coordinate COMSEC access through the appropriate sponsoring agency.
- Will not be required to maintain an independent COMSEC account but may be designated to perform COMSEC Custodian responsibilities.
- Will protect and safeguard COMSEC material in accordance with applicable directives and requirements established by the installation COMSEC Officer.
- Shall possess basic knowledge of COMSEC policies, procedures, operating instructions, and Emergency Action Plans/tasks.
Minimum Qualifications
Candidates must possess:
- Minimum three (3) years of experience conducting security management support for TS/SCI, STO, and SAP-level programs, including support to joint and multinational exercises.
- Knowledge of physical, personnel, industrial, and information security.
- Knowledge of STO, SAP, SCI, and collateral information and security requirements.
- Knowledge of applicable IJSTO/CJCSI policies, CAB Management Plans, security CONOPS, and STO requirements necessary to support STO/CAB GSSO operations.
- Knowledge and experience coordinating multinational event requests, IT requests, and waivers for STO and SAP/SCI operations.
- Knowledge of PAR processing for STO and SAP/SCI personnel.
- Knowledge of applicable SAP/SCI guidance and policies, including requirements established by ACC, USAFWC, DIA, the 57th Wing, DoD Manual 5205.07, and other relevant DoD guidance.
- Knowledge of STO and SAP/SCI personnel security requirements necessary to support daily administration, exercises, and events.
- Basic knowledge of COMSEC policies and procedures, COMSEC Operating Instructions, and Emergency Action Plans.
- Knowledge of access control management, including the information security requirements associated with access badge systems.
- Experience supporting classified Electronic Warfare, joint, cyber, and/or space planning and exercise operations.
- Experience in Specialty Code/Area 0080, or a minimum of one (1) year of classified vault management experience.
- Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
- Strong organizational, communication, documentation, and interpersonal skills.
- Ability to independently manage multiple security programs and requirements within highly classified operational environments.
Security Clearance Requirements
Candidates must:
- Possess an active Top Secret security clearance.
- Be eligible to obtain and maintain required TS/SCI, STO, and SAP access.
- Be capable of obtaining access to COMSEC information at designated on-base locations.
- Meet all Government security and program-access requirements necessary to support classified exercises and operations.
