Description

ESSENTIAL POSITION FUNCTIONS

Develops and executes the agency’s legislative strategy in coordination with executive leadership
Monitors and analyzes legislation impacting agency missions, programs, and operations
Prepares testimony, briefings, and legislative correspondence for executive leadership
Serves as primary liaison to the Texas Legislature, Governor’s Office, Legislative Budget Board, and other governmental entities
Oversees agency external and internal communications, media relations, and public-facing messaging
Coordinates responses to legislative and media inquiries with the highest level of discretion
Advises executive leadership on legislative, policy, and communications matters
Represents the agency before legislative hearings, interim committees, and stakeholder meetings
Manages and develops government relations and communications staff
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity

Qualifications

MINIMUM QUALIFICATIONS

Education: Graduation from high school or equivalent
Education: Graduation from an accredited four-year college or university with major in a relevant field. Experience and education may be substituted for one another
Experience: Texas state government or the Texas Legislature
Experience: Five years of experience in government relations, public policy, legislative affairs, or communications
Knowledge of the state legislature process and state governmental administration
Skill in legislative analysis, research, and policy development
Skill in effective oral and written communication [writing sample required at time of application]
Skill in problem solving and negotiation
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 15%

PREFERRED QUALIFICATIONS

Experience in workers’ compensation, insurance, or risk management policy
Legislative session experience
Supervisory experience
