Reconstruction Division – HOA Projects
Position Overview
The Senior Estimator is responsible for preparing accurate and comprehensive cost estimates for reconstruction and repair projects within Homeowner Associations (HOAs) and Common Interest Developments. This role requires strong technical knowledge of construction methods, building systems, and reconstruction scopes typically associated with water intrusion, structural damage, building envelope repairs, and insurance-related restoration work.
The Senior Estimator works closely with project managers, architects, engineers, consultants, and HOA boards to develop budgets, competitive bids, and final proposals that support successful project delivery.
Key ResponsibilitiesEstimating & Preconstruction
- Prepare detailed cost estimates and budgets for reconstruction projects including labor, materials, subcontractors, equipment, and contingencies.
- Analyze plans, specifications, inspection reports, and forensic reports to develop accurate scopes of work.
- Conduct site walks and property inspections to assess existing conditions and identify project risks.
- Develop quantity takeoffs and pricing using industry-standard estimating software.
- Prepare conceptual, schematic, and final estimates throughout project phases.
Bid Management
- Solicit and evaluate subcontractor and supplier bids.
- Compare bids and develop bid leveling and scope comparison sheets.
- Ensure subcontractor proposals match project scope requirements.
- Assist with value engineering opportunities while maintaining project quality.
Project Coordination
- Collaborate with project managers, consultants, architects, and engineers during preconstruction.
- Participate in client and HOA board meetings when needed to explain scopes and budgets.
- Assist operations teams with scope clarifications and cost analysis during construction.
Documentation & Reporting
- Prepare professional estimate summaries, bid packages, and proposal documents.
- Maintain organized records of bid documents, subcontractor pricing, and historical cost data.
- Track market pricing trends and maintain a current cost database.
QualificationsExperience
- Minimum 5 years of estimating experience in construction, reconstruction, restoration, or general contracting.
- Experience with multifamily, HOA, condominium, or commercial building reconstruction preferred.
- Familiarity with insurance-related reconstruction or litigation repair projects is a plus.
Technical Skills
- Strong knowledge of construction methods, materials, and building systems.
- Experience performing quantity takeoffs and detailed construction cost estimating.
- Proficiency with estimating software such as:
- Xactimate (preferred for reconstruction)
- PlanSwift
- Bluebeam
- Excel-based estimating systems
Professional Skills
- Excellent analytical and problem-solving skills.
- Strong communication and presentation abilities.
- Ability to manage multiple estimates and deadlines simultaneously.
- Detail-oriented with a high level of accuracy and accountability.
Preferred Qualifications
- Experience working with HOA boards, property managers, or community associations.
- Knowledge of California construction codes and building requirements.
- Familiarity with water intrusion, building envelope repairs, and structural reconstruction.
- Background in forensic repair scopes or post-litigation reconstruction.
Physical Requirements
- Ability to perform site inspections, climb ladders, and access construction areas when required.
- Occasional lifting of up to 25 pounds.

Pay: $100,000.00 - $150,000.00 per year
