Job Summary
Pessoa Construction Company is seeking an experienced Safety & Compliance Manager to lead and manage the company’s safety and regulatory compliance program across all active construction projects. Pessoa Construction is a heavy civil contractor specializing in wet utility installation, concrete flatwork, bridge construction, and roadway work for municipalities and public agencies throughout the Mid-Atlantic Region.
The Safety & Compliance Manager is responsible for ensuring all field operations comply with all regulatory agencies such as OSHA, MOSH, VOSH, MDE, DOT and MDOT regulations. The Safety Compliance Manager will also ensure that our operations are in compliance with company safety policies, project-specific safety requirements, MUTCD Standards and that proper erosion and sediment control measures are in place and documented.
This role will oversee a team of Safety & Compliance Inspectors, conduct audits and inspections, implement safety training programs, and ensure compliance with safety regulations, traffic control standards, erosion and sediment control requirements, and utility clearance procedures.
The ideal candidate is a proactive leader who can enforce safety standards while supporting field operations in maintaining efficient, compliant, and safe work environments.
Responsibilities
Safety Program Management
- Develop, implement, and maintain company-wide safety policies and procedures consistent with OSHA, MOSH, and VOSH standards.
- Oversee implementation of Pessoa Construction’s corporate safety program across all active projects.
- Conduct periodic and random jobsite safety inspections and audits to ensure compliance with applicable regulations and company policies.
- Identify safety hazards, implement corrective actions, and ensure timely resolution of safety deficiencies.
- Lead incident investigations, including near misses, accidents, and safety violations, and implement preventative measures.
- Maintain records of safety inspections, incidents, training, and compliance documentation.
Field Compliance Oversight
- Ensure all project sites comply with federal, state, and local safety regulations.
- Verify that Miss Utility tickets are properly submitted, marked, and cleared before excavation or construction activities begin.
- Ensure compliance with MUTCD standards for maintenance of traffic (MOT), roadway closures, and traffic control devices.
- Oversee Erosion & Sediment Control inspections, reporting, and record keeping in accordance with MDE requirements and client specifications.
- Ensure field operations comply with environmental protection standards and applicable permit requirements.
Supervision and Leadership
- Supervise and manage 2–3 Safety & Compliance Inspectors responsible for field inspections and reporting.
- Review inspection reports and ensure corrective actions are implemented in a timely manner.
- Provide mentorship, guidance, and training to safety personnel.
- Coordinate compliance activities with project managers, superintendents, and foremen.
Training & Safety Culture
- Develop and implement employee safety training programs including OSHA-related training, equipment safety, trench safety, and traffic control.
- Conduct safety meetings, toolbox talks, and company-wide safety briefings.
- Promote a strong safety culture across the organization through proactive communication and leadership.
Regulatory & Client Coordination
- Serve as the company’s primary liaison with OSHA, MOSH, VOSH, MDE, SHA, and other regulatory agencies regarding safety and compliance matters.
- Support project teams in meeting safety requirements for municipal and state contracts.
- Assist with preparation for regulatory inspections, client safety audits, and compliance reviews.
Qualifications
- Education
- Bachelor’s degree in Occupational Safety, Environmental Science, Construction Management, Engineering, or a related field required.
Experience
- Minimum 5 years of progressive experience in construction safety, quality control, environmental compliance, or related fields.
- Experience working in heavy civil construction environments strongly preferred.
- Experience with utility construction, roadway work, bridge construction, and MOT operations is highly desirable.
Knowledge & Skills
- Strong knowledge of OSHA, MOSH, and VOSH safety regulations.
- Familiarity with MUTCD traffic control standards and roadway safety practices.
- Working knowledge of 20CP MDE Erosion & Sediment Control requirements and reporting procedures.
- Experience managing Miss Utility ticket processes and excavation compliance.
- Ability to conduct detailed inspections and produce clear, professional compliance reports.
- Strong leadership, communication, and organizational skills.
- Ability to work collaboratively with field personnel, project managers, and regulatory agencies.
Certifications (Preferred but not required)
- OSHA 30-Hour Construction Certification
- Certified Safety Professional (CSP) or CHST
- MDE Certified Erosion & Sediment Control Inspector (Yellow Card)
- ATSSA Traffic Control Technician or Supervisor (MOT Manager)
Physical Requirements
- Ability to travel regularly to project sites throughout the DMV region and Delaware.
- Ability to walk active construction sites, including uneven terrain.
- Ability to work outdoors in varying weather conditions.
