HR Manager – Special Education & Early Childhood Staffing Agency
We are a multi‑borough Special Education and Early Childhood Staffing agency supporting SEIT services, Related Services (Speech, OT, PT, Counseling), Early Intervention programs, and DOE vendor‑based school placements. We are seeking an experienced Human Resources Manager to oversee recruitment, onboarding, credential compliance, provider relations, and HR operations across all service lines.
ResponsibilitiesSEIT Staffing
- Recruit, screen, and hire SEIT providers across multiple boroughs.
- Verify NYSED certifications and ensure CPSE/CSE compliance.
- Maintain active staffing pipelines to meet DOE referral needs.
Related Services Staffing (Speech, OT, PT, Counseling)
- Recruit licensed therapists and counselors.
- Track licenses, renewals, and required professional documentation.
- Support onboarding aligned with DOE and Medicaid requirements.
Early Intervention (EI) Staffing
- Recruit EI providers including Special Instructors, SLPs, OTs, PTs, and service coordinators.
- Ensure compliance with DOH, EI training modules, and background checks.
- Maintain credential tracking and documentation for EI audits.
DOE Vendor‑Based Staffing
- Manage onboarding, fingerprinting, background checks, and vendor portal compliance.
- Maintain DOE‑required personnel files and documentation.
- Support school‑based placements and service assignments.
Multi‑Borough Operations
- Coordinate staffing needs across Manhattan, Bronx, Brooklyn, Queens, and Staten Island.
- Adjust recruitment strategies based on borough‑specific shortages.
- Support provider caseload changes and borough transfers.
Employee & Provider Relations
- Serve as the primary HR contact for SEITs, therapists, EI providers, and staff.
- Address concerns, mediate conflicts, and support corrective actions.
- Promote a supportive and mission‑driven work culture.
Credential Tracking & Compliance
- Maintain digital personnel files with expiration alerts.
- Ensure compliance with NYSED, DOE, DOH, CPSE/CSE, EI, and Medicaid regulations.
- Prepare documentation for audits and quality assurance reviews.
Performance Management
- Support supervisors with evaluations and coaching.
- Monitor attendance, service consistency, and caseload fulfillment.
- Coordinate professional development opportunities.
Payroll & Benefits Coordination
- Collaborate with payroll teams to ensure accurate compensation.
- Assist employees with benefits enrollment and inquiries.
- Monitor PTO, attendance, and time‑tracking systems.
HR Strategy
- Analyze HR metrics to support staffing strategy and capacity planning.
- Implement initiatives to improve retention and provider satisfaction.
- Support leadership with workforce planning and expansion.
Qualifications
- Bachelor’s degree in Human Resources, Education, Healthcare Administration, or related field.
- 7–10+ years of HR experience; experience in special education or healthcare staffing preferred.
- Knowledge of NYSED, DOE, CPSE/CSE, EI, and Medicaid regulations.
- Strong communication, organizational, and conflict‑resolution skills.
- Ability to manage multiple priorities in a fast‑paced environment.
- Experience with HRIS, ATS, and credential‑tracking systems.
- SHRM‑CP, PHR, or similar certification is a plus.

Compensation & Benefits
- Salary: $110,000–$120,000 per year (based on experience).
