Position Summary:
The Program Manager is responsible for the daily operation, oversight, and quality of services within assigned BreakThrough Inc. residential and community-based programs. The Program Manager provides leadership, supervision, and guidance to direct care staff while ensuring services are delivered in accordance with DCYF WAC 110-145 Group Care licensing requirements, Developmental Disabilities Administration (DDA) program standards, Medicaid Home and Community-Based Services (HCBS) Integrated Settings requirements, and BreakThrough Inc. policies and procedures.
Individuals served within BreakThrough Inc. programs are voluntarily placed through the Developmental Disabilities Administration (DDA) program and may range in age up to 21. Participants may have varying developmental levels and frequently present with dual diagnoses, including developmental disabilities and co-occurring behavioral health or mental health conditions.
The Program Manager ensures that services support each individual’s Individual Service Plan (ISP), treatment plan, and behavior support plan, while promoting safety, dignity, independence, and meaningful participation in community life.
Program Managers oversee staff who provide support with Activities of Daily Living (ADLs) and independent living skill development. This may include assistance with bathing, toileting, hygiene, meal preparation, household tasks, and the development of independent living skills such as budgeting, community participation, and daily routines.
This is a full-time position working forty +(40) hours per week, Monday through Friday. Program Managers are issued a work phone and are expected to use it to support program operations, communicate with staff and leadership, and respond to program needs when needed. Occasional schedule flexibility may be required to address program needs or urgent situations.
Program Managers are expected to model professional leadership, maintain regulatory compliance, support staff accountability, and ensure services remain consistent with person-centered practices and integrated community living principles.
Core Responsibilities / Essential Duties:
· Program Oversight
o Oversee daily operations of assigned programs to ensure safe, structured, and supportive environments for individuals served.
o Ensure implementation of Individual Service Plans (ISP), treatment plans, and behavior support plans.
o Monitor the quality and consistency of services provided by staff.
o Support individuals in developing independence, life skills, and community engagement consistent with HCBS principles.
· Staff Supervision and Leadership
o Supervise, coach, and support direct care staff to ensure high quality service delivery.
o Provide guidance on appropriate supervision, ADL support, and behavioral interventions.
o Conduct staff check-ins, performance feedback, and participate in performance evaluations when applicable.
o Support onboarding and training of new staff members.
o Promote a professional, respectful, and collaborative team environment.
· Scheduling and Staffing
o Assist with program staffing needs, including scheduling and shift coverage.
o Coordinate staffing adjustments to maintain appropriate supervision and staffing ratios.
o Support relief and on-call staffing needs when necessary.
· Client Support and Oversight
o Ensure staff provide appropriate support with Activities of Daily Living (ADLs) including personal hygiene, bathing, toileting, dressing, meal preparation, and daily routines when required.
o Ensure staff teach and reinforce independent living skills including:
- Meal preparation and nutrition
- Household responsibilities
- Community participation
- Personal responsibility and organization
- Communication and social skills
- Monitor client safety, well-being, and behavioral support needs.
- Documentation and Communication
- Ensure accurate and timely completion of required documentation and program records.
- Review and monitor staff documentation for completeness and compliance.
- Maintain communication with administration, treatment providers, case managers, and families when appropriate.
- Communicate important program updates, concerns, and incidents to leadership.
Regulatory Compliance Responsibilities:
The Program Manager is responsible for ensuring program operations comply with all applicable regulatory requirements, including but not limited to:
- DCYF WAC 110-145 Group Care licensing requirements
- DDA program standards and service expectations
- Medicaid HCBS Integrated Settings Rule
- BreakThrough Inc. policies and procedures
Compliance responsibilities include:
- Ensuring appropriate supervision of individuals served
- Ensuring staff follow person-centered service practices
- Monitoring implementation of Individual Service Plans and treatment goals
- Ensuring staff follow health, safety, and personal care protocols
- Reporting and documenting incidents in accordance with agency policy and regulatory requirements
- Supporting licensing reviews, internal audits, and quality improvement processes
Minimum Qualifications:
Candidates must meet one of the following education and experience combinations consistent with DCYF WAC 110-145 program supervision standards:
- A Bachelor’s degree from an accredited college or university and one year of experience working with vulnerable populations; or
- An Associate’s degree from an accredited college or university and two years of experience working with vulnerable populations; or
- Three years of experience working with vulnerable populations in lieu of a degree.
Additionally, candidates must demonstrate:
- Supervisory or leadership abilities that promote effective staff performance.
- Knowledge or experience supporting individuals with developmental disabilities, behavioral health needs, or dual diagnoses.
- Strong communication, organization, and problem-solving skills.
- Ability to implement person-centered supports and maintain professional boundaries.
Additional requirements may include:
- Valid driver’s license and acceptable driving record.
- Successful completion of required DCYF background check clearance.
- Completion of required DCYF and DDA training requirements.
- Ability to meet the physical and emotional demands of working in a residential care environment.
Physical and Environmental Requirements:
The Program Manager must be able to perform the essential functions of the position in a residential and community-based service environment. The role will require both administrative and active participation in program operations.
Physical and environmental expectations may include:
- Ability to move throughout residential homes and community settings to monitor program activities and support staff.
- Ability to observe staff interactions and client safety within program environments.
- Occasional lifting, bending, or assisting staff in responding to client needs or emergencies when necessary.
- Ability to safely navigate community environments during program oversight or client activities.
- Ability to operate standard office equipment including computers, phones, and electronic documentation systems.
- Ability to communicate clearly with staff, clients, families, and professionals in person, by phone, and electronically.
- Ability to respond appropriately during crisis or emergency situations.

Decision-Making Authority and Chain of Command:
The Program Manager reports directly to the Chief Operations Officer (COO) and works collaboratively with other members of the administrative and clinical teams.
Within the scope of their role, the Program Manager has the authority to:
- Provide day-to-day supervision and direction to program staff.
- Address immediate staffing needs and operational issues within assigned programs.
- Ensure implementation of Individual Service Plans (ISP), treatment plans, and behavior support plans.
- Address safety concerns and take appropriate action to ensure the protection of individuals served and staff.
- Provide coaching and corrective feedback to staff when necessary.
The Program Manager is responsible for escalating significant concerns, incidents, regulatory issues, or staffing matters to the appropriate administrative team member in accordance with BreakThrough policy.
Program Managers serve as a key communication link between support staff and administration, helping ensure program operations remain safe, compliant, and aligned with the mission and values of BreakThrough Inc.
