The Program Manager serves as the contractor’s lead for program execution, stakeholder coordination, requirements intake, prioritization, delivery oversight, and operational governance. This role integrates contract management and business analysis by translating stakeholder needs into prioritized work for the development, sustainment, documentation, database, and systems teams.
Will be required to go onsite in Washington, DC
Position Responsibilities

Serve as the contractor’s primary point of contact for stakeholders.

Manage contract performance, staffing, schedule, financial tracking, risk management, task prioritization, and coordination across all task areas.

Lead requirements intake, stakeholder engagement, business process analysis, prioritization, and translation of mission needs into actionable work items.

Develop and manage Monthly Status Reports, Quarterly Metrics Reports, IPR support, meeting facilitation, risk tracking, and action item follow-up.

Coordinate work across development, sustainment, database, systems, RMF, documentation, and configuration management resources.

Support transition-in and transition-out planning, knowledge transfer, and continuity of operations.

Maintain visibility into the application portfolio and support modernization prioritization, capability lifecycle management, and service improvement opportunities.

Business analysis and requirements management.

Stakeholder communication and facilitation.

Risk, schedule, staffing, and deliverable management.

Agile/SCRUM delivery coordination.

Strong written and oral communication.

Technical understanding of cloud/on-premise application development, SharePoint, Power Platform, SQL, RMF, and systems operations.

Ability to coordinate cross-functional technical teams supporting applications, SQL databases, SharePoint, M365, Power Platform, RMF documentation, and systems operations.

Ability to manage complex IT services, application sustainment, modernization, and operations in a DoD environment.

Ability to perform business analysis, requirements facilitation, stakeholder engagement, and work prioritization.

Ability to prepare management reports, project schedules, risk matrices, POA&Ms, meeting documentation, and executive communications.

Must be a US Citizen

Must have an Active Secret Clearance
Education & Experience:
-
Bachelor’s degree in IT, computer science, business administration, project management, engineering, or related discipline
-
8+ years total IT/program experience
- 5+ years managing Federal or DoD IT programs
- PMP Certification Required
Preferred Qualifications

Agile, Scrum, ITIL, or similar delivery/operations certification.
