Job Description and Duties

Under the general direction of the Information Technology Manager I, the Information Technology Specialist II (ITS II) serves as the lead Platform as a Service (PaaS) administrator and technical architect for the Department’s enterprise platforms, including ServiceNow, Workday, and Salesforce.

The ITS II performs advanced technical administration, development, integration, automation, governance, and operational support activities for the department’s cloud-based enterprise workflow platforms. The incumbent serves as the technical lead for platform strategy, platform lifecycle management, workflow automation, IT Service Management (ITSM), and enterprise application integration efforts.

The ITS II independently performs the most complex assignments involving enterprise platform administration, application development, shared services architecture, process automation, Application Programming Interface (API) integrations, and cloud platform governance. The incumbent provides technical leadership and consultation to executive leadership, business stakeholders, vendors, and IT staff regarding enterprise platform modernization initiatives.

Working Conditions

This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.

This position is eligible for telework, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

This position is located in the California Justice Information Services Division, Application Development Bureau, DLE, Biometrics & PDMP Systems Branch, Enterprise Services Section, Litigation Support Section.

Desirable Qualifications

Extensive experience administering and supporting enterprise-scale ServiceNow environments Advanced knowledge of the ServiceNow platform, including: ITSM, Incident Management, Change Management, Problem Management, Service Catalog, Knowledge Management, CMDB
Experience serving as a lead or senior administrator for a multi-department or large-scale ServiceNow implementation
Strong understanding of ServiceNow platform architecture, configuration management, and governance best practices
Experience designing and implementing: workflows, flow designer automations, business rules, UI policies, ACLs, notifications, catalog items, integrations
Experience with ServiceNow upgrades, patching, cloning, and release management activities
Experience administering and maintaining ServiceNow integrations using: REST APIs, SOAP, IntegrationHub, MID Servers
LDAP/SAML/SSO
Knowledge of ITIL principles and IT service management best practices
Experience supporting platform security, role-based access controls, and audit/compliance requirements
Experience with ServiceNow reporting, dashboards, and performance analytics
Ability to troubleshoot complex platform issues and perform root cause analysis
Experience working in Agile, DevOps, or product-oriented IT environments
Experience developing and maintaining technical documentation, knowledge articles, and operational procedures
Strong stakeholder engagement and customer service skills with the ability to communicate technical concepts to non-technical audiences
Experience mentoring junior administrators, developers, or support staff
Experience coordinating with vendors, business units, and executive leadership
Knowledge of scripting within ServiceNow, including JavaScript and Glide APIs
Experience with scoped applications and custom application development within ServiceNow
Familiarity with cloud infrastructure, identity management, and enterprise IT operations
Experience supporting HRSD, ITOM, ITAM, SecOps, CSM, or other ServiceNow modules is highly desirable
ServiceNow certifications such as:
Certified System Administrator (CSA)
Certified Application Developer (CAD)
Certified Implementation Specialist (CIS)
ITIL Foundation Certification are preferred
Experience with Workday integrations or enterprise Platform-as-a-Service (PaaS) environments is desirable
