Prepare the budget for assigned divisions of DCF, respond to on-going requests for budget data and adjustments, monitoring of expenses and revenues, fiscal coordination, and research reporting and decision support. See Position Description for more detailed duties.

Qualifications

Two years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.

Budget, accounting, business management, or analytic experience.
Preferred Qualifications: Demonstrated strong analytical abilities with experience evaluating complex financial, operational, and policy issues; interpreting data and trends; identifying risks and opportunities; and developing well-supported recommendations to inform executive decision-making. Three years of budget, accounting, or analytic experience (education may be substituted for experience)
Post-Offer, Pre-employment Requirements:
Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.

The person in this position has access to protected health information (PHI) under the provisions of the Heath Information Portability Act of 1996 (HIPPA) Privacy Rule. PHI must be treated in accordance with the provisions of the HIPAA Privacy Regulation including the requirements for safeguarding, releasing and recording the release of such information. The person will receive training in the provision of the HIPAA Privacy Regulations as they relate to the duties of this position and has signed a confidentiality agreement.

PREPARE THE BUDGET FOR ASSIGNED PROGRAMS
Provide guidance and preparation of the budget for the assigned Divisions.

Work with the Director and Program staff to determine all budget needs.
-
Develop a base budget for each assigned division.
-
Complete reduced resource budget and supplemental and enhancement requests.
-
Develop the budget narratives according to the Agency format.
-
Assist in development of applicable performance and outcome measures.
-
Develop and manage allocations of State General Fund, Fee Fund, and limited Federal Funds to guide development of the budget.
-
Adjust fund allocations as necessary based on outcomes of budget appeals.
-
Reallocate funds and other resources throughout the year as necessary to maintain budget objectives.
-
Budget, track and monitor positions, caseloads, and OOE so properly budgeted.
Advise Budget Manager on issues within the Division.

Mediate divisional budget problems and coordinate Agency solutions.

Ensure uniformity in budget decision making with other Divisions.

Recommend priority on program budget requests.

Coordinate fiscal issues with other Divisions when needed.

Be a strong DCF Budget advocate with Division of Budget, Legislative Research, and the Legislature.
Prepare all needed schedules during year to manage budget decisions.

Provide regular reports to Division managers as needed.

Provide information for Executive Committee on budgetary issues.

Prepare and respond to DoB and KLRD requests.

Provide ad hoc budget information as needed.

Inform Program staff of Division of Budget’s, Governor’s, and Legislature’s changes.
Integrate all the Division budgets into the state budget system (IBARS).

Complete budget by program and fund to ensure compliance with the Governor’s budget allocations, Legislative appropriations, Federal mandates, Agency guidelines, etc.

Assist in compiling all budget documents into the single agency document.

Assist in preparing final agency summary reports to summarize expenditures by program and funding source as well as identifying revenue estimates.

Review and analyze agency budget for consistency with agency’s mission, vision, and goals.

Ensure the budget submitted reflects Executive Committee priorities.
Respond to On-Going Requests for Budget Data and Adjustments

Examine, evaluate, coordinate, prioritize, and recommend Governor’s Budget Amendments, appeals and Legislative budget reductions.

Examine, evaluate, and prepare responses to Legislative requests.

Provide necessary data for Legislative committees as requested.
-
Track Legislative and Division of Budget adjustments.
-
Prepare and evaluate the development of fiscal notes within assigned Division.

Provide accounting information as needed.
ON-GOING MONITORING OF EXPENSES AND REVENUES

Prepare, analyze, and evaluate financial reports that compare expenditures and encumbrances to budget limitations. The analysis includes recommendations to the Budget Director and Program Director to minimize or eliminate potential financial problems at the earliest possible date.

Examine, analyze, and evaluate monthly expenditures compared to agency estimates.

Meet with Program Directors and provide updates on a regular basis.

Oversee fund balances for Division.
-
Complete revenue estimates of funds utilized in the Division.

Examine and evaluate funds to ensure compliance with limits and law.
-
Establish and monitor state accounting codes to meet Division of Budget and Accounts and Reports standards.

Prepare Consensus Caseload estimates and schedules.
Fiscal Coordination for ASSIGNED PROGRAMS

Provide fiscal advice and information to Program area as needed.

Assist in grant and contract development and monitoring.

Provide financial reports and information to program to assist in daily operations.

Provide any needed fiscal training to program areas as requested.
RESEARCH, REPORTING, AND DECISION SUPPORT
- Assist in proposed policy decisions and policy revisions.

Conduct research and create models to answer Leadership questions.

Monitor and report on federal budget changes.

Prepare state plan documents, federal reports, and any other reports required for the assigned programs.

Assist Leadership, program staff, and fiscal staff in developing tools for scoring alternative proposals, explaining changes in caseloads, evaluating programs, and determining correlations.
