JOB SUMMARY
An employee in this class performs a variety of clerical duties in support of the county assessor’s department using established guidelines and procedures. Duties include assisting in preparation of the county tax scroll and tax bills, performing tax listing duties, providing general information to the public on tax laws and policies and performing general clerical duties within the county assessor’s department. Considerable tact and courtesy must be exercised in dealing with the general public, some independent judgement is required in the performance of duties but questions involving complex interpretations involving tax law and policies are referred to higher authority. Work is guided by the North Carolina Machinery Act and established departmental policies and procedures. Reports directly to the Personal Property Supervisor and is evaluated through observation and discussion for accuracy and compliance for laws and policies.
ESSENTIAL JOB FUNCTIONS:
Assists in identification and listing of manufactured housing, motor vehicles and related personal property; collects data about manufactured housing and motor vehicles to assist in determining value.
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
- Attends to the public and serves as a receptionist giving information regarding departmental operations and answering questions related to programs, procedures and regulations. Handles inquiries through in-person, telephone, email and correspondence.
- Participates in the identification and listing of manufactured housing units, improvements, classified and unclassified motor vehicles, recreational vehicles, watercraft, aircraft, and other non-business personal property.
- Assists Personal Property Appraiser in field visit for data collection of manufactured homes, park models, and camping trailers; determines exterior dimensions; determines component features; determines physical depreciation and/or economic life; determines grade condition, desirability, and utility of property.
- Performs data entry; verifies data for accuracy and completeness.
- Assists real property appraisal during revaluation.
- Communicates with the North Carolina Department of Revenue regarding tax law.
- Reviews personal abstract forms to determine ownership, situs and assessability of subject property; checks abstracts for completeness and proper affirmation; amends as appropriate.
- Provides information to the public regarding property tax relief programs for the elderly and disabled. May assist public in completing application.
- Assists in the process of monthly registered motor vehicle information for tax billing.
- Prepares releases, refunds, and amended notices, as appropriate; makes necessary corrections.
- Receives and processes reports from manufactured housing parks, communities, and campground owners and operators; identifies owners of manufactured housing and recreational vehicles within respective parks; verifies property listing.
- Works closely with North Carolina Department of Motor Vehicles to obtain accurate title and license plate information for listing and billing purposes on mobile homes and motor vehicles.
- Regularly reviews building permits and manufactured home permits issued by Haywood County and has the ability to utilize mapping software.
- Prepares, maintains and scans a variety of records, reports, and files for all personal property.
- Performs related tasks as required.
All other duties assigned by the Assessor.

MINIMUM REQUIREMENTS TO PERFORM WORK:
- High School Diploma or equivalent.
- Two (2) years of directly related experience.
- Or equivalent training, education, and/or experience.
- Applicant must complete and pass classes required by North Carolina Department of Revenue to obtain Property Appraiser Level I within 2 years of employment
- Must be at least twenty-one years of age to drive a County vehicle.
Valid state driver’s license. Must have no more than three (3) points showing on current DMV records in order to operate County vehicles.

- Knowledge of county ordinances, tax law policies, and procedures.
- Skill in communicating effectively both orally and in writing.
- Skill in the use of computers and applicable software programs.

PHYSICAL DEMANDS:
Requires sedentary work that involves sitting or standing virtually all of the time and may involve exerting up to ten (10) pounds of force occasionally to move objects, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving repetitive motions and the use of standard office equipment.
The job requires normal visual acuity and field of vision, hearing and speaking abilities, depth and texture perception, and color perception.
WORK ENVIRONMENT:
Essential functions are regularly performed with minimal exposure to adverse environmental conditions.
