Position Summary
Yeghoian Grading & Paving is seeking a highly organized, proactive Government Contracts Administrator to lead our government contracting, project administration, and internal process management efforts. This position is critical to the continued growth of our company as we expand into federal, state, municipal, military, and public works construction.
This is more than an administrative position. The successful candidate will help identify contracting opportunities, coordinate proposal efforts, manage awarded contracts, develop office systems, and build reporting dashboards that keep leadership informed throughout every phase of a project.
Primary Responsibilities
Government Contracting & Business Development
- Research and identify federal, state, county, city, military, utility, and agency construction opportunities.
- Monitor procurement websites and bid portals daily.
- Maintain and leverage company certifications, being a Veteran Owned company maintaining our statuses and licenses.
- Develop relationships with contracting officers, procurement specialists, and prime contractors.
- Identify teaming, subcontracting, and joint venture opportunities.
- Maintain a rolling pipeline of upcoming bid opportunities.
- Coordinate bid calendars and proposal deadlines.
Contract Administration
- Review bid documents, specifications, and contract requirements.
- Coordinate bid submissions.
- Manage contract execution.
- Track insurance certificates, bonds, permits, and licensing requirements.
- Coordinate subcontract agreements.
- Track RFIs, submittals, change orders, notices, and closeout documents.
- Maintain complete electronic project files from bid through final payment.
Project Controls & Reporting
Develop and maintain dashboards for:
- Bid opportunities
- Proposal status
- Active projects
- Contract values
- Change orders
- Billing status
- Schedule milestones
- Compliance deadlines
- Equipment tracking
- Closeout progress
- Executive KPI reporting
Produce weekly and monthly reports for ownership.
Process Improvement
- Develop Standard Operating Procedures (SOPs).
- Build repeatable workflows.
- Create project startup and closeout checklists.
- Standardize filing structures.
- Improve communication between estimating, operations, accounting, and field personnel.
- Continuously improve office efficiency.
Compliance
Maintain compliance with:
- Federal contracting requirements
- California public works requirements
- Agency-specific contract requirements
- Prevailing wage documentation (when applicable)
- Bonding requirements
- Insurance requirements
- Contract reporting deadlines
Preferred Qualifications
- 5+ years of construction contract administration
- Government contracting experience preferred
- Heavy civil, paving, grading, or infrastructure construction experience
- Strong knowledge of public works contracting
- Experience managing multiple projects simultaneously
- Excellent written and verbal communication
- Advanced Microsoft Office skills
- Strong document management experience
- Understand Quickbooks Online and like systems.
- Experience with Smartsheet (preferred) or similar project management software
- Experience with construction management software such as Procore or Autodesk Build is a plus
