Why does the job exist?
The Rural Health Transformation (RHT) Data and Evaluation Manager will:
Support implementation of the Rural Health Transformation (RHT) governance structure by leading program-level data collection, analytics, performance monitoring, reporting, and evaluation activities across the State's five RHT initiatives (1. Healthy Horizons 2. Rooted in New Mexico 3. Rural Health Innovation Fund 4. Bridge to Resilience and 5. Rural Health Data Hub);
Support data-informed decision-making, performance management, federal reporting, and long-term program evaluation activities in alignment with CMS requirements, State priorities, and approved RHT Program goals and outcomes.
How does it get done?
The RHT Data and Evaluation Manager is responsible for:
Coordinating collection, validation, analysis, and reporting of program, operational, financial, and performance data across multiple RHT initiatives, contractors, sub recipients, and external partners;
Supporting development and implementation of reporting frameworks, dashboards, performance metrics, and evaluation methodologies aligned with CMS requirements and State priorities;
Monitoring program outcomes, implementation progress, risks, trends, and data quality issues across initiatives and support development of recommendations and corrective action strategies as needed;
Preparing executive briefings, analytic summaries, reports, presentations, and supporting materials for HCA leadership, CMS, stakeholders, and external partners;
Coordinating with initiative leadership, contractors, providers, and the Rural Health Data Hub initiative to support data integration, reporting consistency, transparency, and long-term evaluation planning.

Work is performed for the Health Care Authority, the RHT Program Management Office, CMS, providers, contractors, subrecipients, state agencies, and program stakeholders to support data-informed oversight, reporting, evaluation, and implementation of the Rural Health Transformation (RHT) Program.

Minimum Qualification
Bachelor's degree from an accredited college or university in Business or Public Administration, Accounting, Finance, Economics, Mathematics, Statistics, Computer Science, Psychology, Marketing Research, Sociology, Education, or other related field with nine (9) years of experience directly related to position at time of posting or in the development, implementation and management of accountability systems, performance measures, data collection, analysis, statistical research, and/or advanced statistical modeling or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Working Conditions
Work is primarily performed in an office setting with extensive use of a computer, phone, virtual meeting platforms, and Visual/Video Display Terminal (VDT) equipment. Position may require prolonged sitting, detailed review and analysis of reports and data sets, participation in virtual and in-person meetings, and occasional in-state travel for stakeholder engagement, trainings, or implementation activities.
