Overview
IvoryCloud is seeking an experienced Public Affairs Specialist to support the Defense Contract Management Agency's (DCMA) Program, a Department of War (DoW) initiative. This position provides advisory, communications, and administrative support to Government public affairs personnel, assisting with strategic communications, industry outreach, multimedia production, and event support for industry days, conferences, and demonstrations. The ideal candidate brings strong writing, multimedia production, and event coordination experience, along with the professionalism required to support senior military and civilian leadership without performing inherently government public affairs functions. This position is based on-site at the DCMA facility in Fort Lee, Virginia.
Requirements
- U.S. Citizenship: Required, non-negotiable. (This differs from eligibility to work in the U.S.)
- Clearance: Favorably adjudicated (or actively in-progress) Tier 3 background investigation required for access to Controlled Unclassified Information (CUI); interim or final security clearance granted by the Department of War (DoW) required prior to start of performance. Current ADP/IT II clearance in the Defense Information System for Security (DISS) required at time of proposal submission.
- Minimum Years Experience: Minimum of five (5) years of verifiable experience supporting public affairs, strategic communications, multimedia production, or outreach activities (in lieu of a related degree).
- Location: Fort Lee, Virginia – on-site at the DCMA facility. Personnel assigned to this location will initially perform work remotely until Government office space is allocated; the Government will provide 30 days’ notice prior to the start of on-site work.
- Demonstrated experience planning, coordinating, and supporting conferences, industry days, workshops, trade shows, or similar outreach events, including event scheduling, logistics, promotion, and coordination.
- Demonstrated experience developing written communications, multimedia products, digital content, presentations, and communication materials using industry-standard software applications.
- Strong writing and editing skills, with the ability to produce briefing materials, talking points, speeches, fact sheets, and newsletters for senior leadership.
- Experience producing multimedia products, including photography, videography, and graphic design, in support of public affairs objectives.
- Ability to operate with discretion and professionalism, understanding the boundaries of advisory support versus inherently governmental public affairs functions (e.g., serving as an official spokesperson).
Education
- Bachelor's degree in Public Affairs, Communications, Journalism, Marketing, Public Relations, or a related field preferred.
- A minimum of five (5) years of verifiable, directly relevant experience may be considered in lieu of a degree.

- Accreditation in Public Relations (APR) or an equivalent professional communications credential is a plus.
Job Description
- Support Government public affairs, strategic communications, stakeholder engagement, and industry outreach activities for the Program.
- Assist the Government in implementing strategic communications, public messaging, outreach materials, industry engagement initiatives, and digital communications supporting the Program.
- Develop multimedia products, including professional photography, videography, graphic design, presentations, digital content, technical articles, program publications, correspondence, and social media content, in support of Government public affairs objectives.
- Assist the Government in planning, coordinating, and supporting industry days, conferences, workshops, demonstrations, training events, and other outreach activities, including event planning, scheduling, logistics coordination, promotional materials, event registration, and post-event communications.
- Prepare briefing materials, talking points, speeches, presentation materials, fact sheets, newsletters, and other communications products to support Government leadership during internal and external engagements, as directed.
- Monitor communication metrics, public engagement activities, and outreach initiatives, and provide recommendations to improve the effectiveness of Government communication strategies and stakeholder engagement efforts.
- Provide advisory and administrative support only; shall not perform inherently governmental functions, serve as an official spokesperson, or release official Government communications without Government approval.
Preferred Qualifications
- Direct experience supporting DCMA, or comparable DoD/Federal public affairs offices.
- Experience supporting Government-led industry days, conferences, or technology demonstrations in a defense or federal acquisition environment.
- Portfolio of professional photography, videography, or graphic design work supporting program communications.
- Experience drafting talking points, fact sheets, and briefing materials for senior military or civilian leadership.
- Familiarity with Department of War (DoW) or DoD public affairs review and approval processes.
