The City of Bend is accepting applications for one (1) regular, full-time Environmental Compliance Analyst in the Environmental Services Division of the Water Services Department. This is a COBEA represented, non-exempt (overtime-eligible) position. This position will be open until filled and may be used to create an eligibility list for future vacancies. This role is all about helping the City understand what’s happening across its water systems, whether that’s drinking water, wastewater, stormwater, or local rivers and groundwater. On any given day, you might be out in the field collecting water samples, checking monitoring equipment, or downloading flow data from sites across the City. Other days may involve reviewing and validating that data, troubleshooting equipment issues, or helping respond to unusual conditions such as storm events. In simple terms, this position helps answer critical questions: Is our water safe? Are our systems functioning properly? Are we meeting environmental regulations?
This position offers a unique opportunity to work at the intersection of environmental science, public health, and infrastructure. Current and upcoming projects include expanding the City’s flow monitoring network and supporting the installation of new real-time level sensors that help detect and prevent system overflows. The role also contributes to groundwater and surface water monitoring, evolving regulatory compliance efforts, and improved data-driven decision-making.
This position plays a key support role across several City programs, including Industrial Pretreatment, Stormwater, Wastewater, Drinking Water, and Engineering. The data collected and analyzed directly informs engineering models, regulatory compliance, infrastructure investment decisions, and environmental protection efforts—making this an essential role in advancing the City’s mission to protect public health and the environment.

EXAMPLE OF DUTIES
The following duties are a sample of major duties performed in this role and not intended to be an exhaustive list:

Conduct flow monitoring activities including field equipment maintenance, sensor replacement, and data validation

Collect water samples across drinking water, wastewater, stormwater, groundwater, and surface water systems

Calibrate and maintain analytical instruments and monitoring equipment to ensure accurate data collection

Perform stormwater and environmental sampling during qualifying weather or system events

Monitor and sample permitted industrial dischargers to ensure regulatory compliance

Analyze, interpret, and summarize environmental and operational data for reports and decision-making

Prepare technical reports, standard operating procedures (SOPs), and monitoring plans

Support biosolids, groundwater, and wastewater treatment facility monitoring programs

Troubleshoot mechanical and technical issues in field instrumentation and monitoring systems

Maintain compliance with safety protocols, including confined space entry, hazardous materials handling, and traffic control
