Position Summary
The Cleaning Manager is responsible for directing all janitorial operations at a Class A commercial office building. This position supervises approximately 32 32BJ-represented employees and works closely with Property Management, Asset Management, Security, Engineering, and contracted service providers to maintain a safe, clean, and welcoming environment for tenants and visitors.
The successful candidate is an experienced leader who can motivate staff, enforce performance standards, document deficiencies, administer progressive discipline in accordance with the applicable collective bargaining agreement*, and foster a culture of accountability and customer service.
* A Cleaning Manager can supervise, document performance issues, and recommend or administer discipline, but disciplinary actions must be carried out in compliance with the applicable 32BJ collective bargaining agreement and any grievance procedures. The job description should reflect that authority is exercised within those contractual requirements.
Essential Responsibilities
- Supervise, schedule, and direct approximately 32 union janitorial employees across all shifts.
- Ensure all cleaning assignments are completed according to building specifications and quality standards.
- Conduct routine inspections of lobbies, common areas, restrooms, elevators, tenant spaces, stairwells, loading dock, mechanical spaces, and exterior sidewalks. (The manager to conduct daily quality inspections using a standardized inspection checklist, with measurable cleanliness scores for tenant floors, restrooms, lobby marble, elevators, and other high-visibility areas.
- Develop daily, weekly, monthly, and annual cleaning schedules.
- Monitor employee attendance, punctuality, productivity, and work quality.
- Provide coaching, performance feedback, and documented corrective action when necessary.
- Administer progressive discipline consistent with the 32BJ Collective Bargaining Agreement and company policies.
- Investigate employee performance issues and prepare written documentation.
- Coordinate staffing during emergencies, severe weather, special events, and tenant move-ins/move-outs.
- Maintain adequate inventories of cleaning supplies, paper products, chemicals, and equipment.
- Ensure compliance with OSHA regulations, NYC sanitation requirements, and all safety policies.
- Train employees on proper cleaning techniques, chemical handling, equipment operation, and customer service expectations.
- Respond promptly to tenant service requests and building cleanliness concerns.
- Work closely with Engineering and Security departments regarding building operations.
- Assist with budgeting, labor management, overtime control, and vendor coordination.
- Support sustainability initiatives including recycling and waste diversion programs.
- Prepare inspection reports, staffing reports, and performance metrics for management.
Qualifications
- Minimum 3–5 years of commercial building janitorial management experience.
- Experience supervising union employees, preferably 32BJ.
- Thorough understanding of collective bargaining agreements and progressive discipline.
- Experience in Class A commercial office buildings preferred.
- Strong leadership and conflict resolution skills.
- Excellent written and verbal communication.
- Knowledge of OSHA standards and cleaning industry best practices.
- Ability to work flexible hours, including nights, weekends, and emergencies.
- Proficiency in Microsoft Office and work order systems.

Pay: $90,000.00 - $120,000.00 per year
