Job Summary
The Environmental Remediation Program Manager is responsible for self-directing and managing and coordinating all aspects of multiple assigned site investigation & remediation projects (SIR) projects to maintain regulatory requirements with applicable local, state, and federal environmental regulations and agreements. Projects are primarily located in New York State with primary office location in Rochester or Binghamton, NY.
SIR projects include but are not limited: to site characterization; remedial investigation; remedial feasibility / alternatives studies; remedial design & action; operation monitoring & maintenance; and long-term site management. Primary focus is on former manufactured gas plant (MGP) sites, with other sites including superfund (CERCLA), legacy waste disposal sites, PCB, Phase II, property due diligence, hazardous building material assessments, demolition and PRP (potentially responsible party) projects.
The Position has direct responsibility for engaging and maintaining relationships with internal stakeholders, regulatory agencies, municipalities and third parties (developers, property owners, etc.) to facilitate implementation of SIR projects in the SIR portfolio and SIR project needs for other business groups. Holds self-accountable for performance and results. Ensures projects are executed within agreed upon schedules, prudent utilization of resources and in conformance to quality, engineering standards, and regulatory requirements. Additionally, the position is responsible to lead and/or support various aspects of rate cases and other regulatory & programmatic requirements.
Responsibilities
Self-directs in the day-to-day project planning and execution of SIR projects (i.e., site identification, conceptual development and planning, implementation, including regulatory interface and negotiation).
Manages contractors (professional consultants, contractors, technical experts, etc.) performing services. Sets milestones and direction to align with project needs to accomplish goals and regulatory commitments.
Proactive approach to overseeing work, measures progress and takes actions to ensure projects are delivered safely, within scope, on time and within agreed upon budgets.
Participates in site investigation scoping and engineering design review and planning meetings.
Review consultant technical / cost proposals to ensure cost effectiveness and responsiveness to the project needs.
Conducts thorough review of consultant deliverables including, correctness, accuracy, format, clarity of narrative and overall presentation of the data and information.
Resolves field challenges during investigation and remediation work.
Responsible for project budget management and proactively forecasts potential changes due to site/project conditions and informs management.
Coordinates work with other departments, consultants, attorneys, utilities, regulatory agencies, government agencies, and customers.
Develop and implement outreach and communication approaches with internal and external stakeholders including negotiating and influencing agreements with third parties such as property owners, municipalities, state and county agencies.
Maintains project liability estimates throughout the project life cycle for financial reporting.
Leads, supports and/or participates in regulatory inquiries and proceedings (rate cases).
Interfaces with various stakeholders including municipal officials and representatives, local permitting agencies, state and federal agency staff and leaders, internal team members, managers, legal, vendors, community members, etc.
Supports programmatic initiatives, activities and enhancements.
Coaches and supports Remediation staff in their growth, knowledge and understanding of regulations and field application of various technologies.
Perform other tasks and assignments as required, including but not limited to group/corporate initiatives, providing support for annual program reporting (Annual SIR Report) to the PSC and Rate Case documentation (spend projections, site write-ups, etc.).
Required Qualifications:
Bachelor’s Degree in Engineering or Environmental Related Science (geology, hydrogeology, etc.) or other Major (chemistry, Project Management, Sustainability, etc.) with requisite experience.
The candidate shall have a minimum of eight (8) years of demonstrated experience working on all phases of challenging, multi-year, multi-media impacted site investigation and remedial projects. The candidate must be flexible to work on a wide range of projects (small to large) to meet the needs and dynamics of the program.
Direct experience with MGP sites, third party sites, PRP groups, and experience on PCB impacted sites and building demolition a considerable plus.
Direct experience working with state and/or federal regulatory agencies to resolve conflicts in professional opinions and finding agreeable approaches consistent with regulatory requirements.
Direct experience with large scale projects (scope and value), complex project settings and/or with dynamic stakeholder engagement.
Direct experience with contract review and coordinating contract documents for competitive bidding and working understanding of typical environmental SIR contractual terms & conditions.
Experience with environmental financial liability reporting.
Solid knowledge of environmental SIR technologies and applications, practices, strategies, trends, construction methods and environmental forensics of various media including soil, groundwater, bedrock, sediment and soil vapor.
Solid understanding and application of superfund (CERCLA), and Robust knowledge of primary work State environmental regulations is a must.
Experience with Consent Orders, Brownfield Programs, and multi-site programs and third-party sites and PRP groups a plus.
Experience with regulatory (rate case) proceedings and testimony.
Direct knowledge of relevant industry standards, guidance and regulations (state and federal) and regulatory trends and developments within the industry.
