Human Resources Representative

Schedule: Monday–Friday | 8-Hour Shift
Starting Salary Range: 35.000-40.000
Position Summary
Serenity C&C Inc., a licensed provider through the Virginia Department of Behavioral Health and Developmental Services (DBHDS), is seeking a professional, organized, and detail-oriented Human Resources Representative. This position is responsible for supporting all aspects of Human Resources operations, including recruitment, onboarding, personnel compliance, benefits administration, employee records management, provider credentialing, training coordination, and administrative support. The Human Resources Representative plays a vital role in ensuring compliance with DBHDS licensing standards, state and federal employment regulations, and company policies while maintaining the highest level of confidentiality and professionalism.
Essential Duties and Responsibilities
Human Resources Administration
- Coordinate all aspects of the employee recruitment, hiring, onboarding, and orientation process.
- Prepare and process new hire paperwork, employment documentation, and personnel files.
- Complete employee and provider separation processes, including termination documentation and exit procedures.
- Prepare new hire memorandums, provider letters, disciplinary notices, supervision documentation, suspensions, and termination letters.
- Maintain accurate and confidential employee personnel files in compliance with company policy and applicable laws.
- Maintain electronic and hard-copy filing systems.
- Perform data entry and scan employee and provider documentation into appropriate systems.
- Maintain HR records in accordance with DBHDS, HIPAA, and employment regulations.
- Ensure personnel records remain current, complete, and audit-ready.
Compliance and Licensing
- Maintain compliance with DBHDS licensing standards and organizational policies.
- Audit provider, backup provider, and employee binders daily to ensure all required documentation is current.
- Create, update, and maintain provider books, employee books, and backup provider books for all residential homes.
- Purge, archive, and securely store outdated documentation.
- Monitor expiration dates for licenses, certifications, CPR, First Aid, medication administration training, driver's licenses, insurance, and other required credentials.
- Contact providers and employees regarding missing, expired, or incomplete documentation.
- Coordinate fingerprinting and criminal background check processes.
- Process Child Protective Services Registry (CPS) requests and related documentation.
- Conduct home studies as required.
- Assist during licensing inspections, internal audits, and regulatory reviews.
Benefits Administration
- Assist employees with enrollment and changes for health, dental, vision, life insurance, and retirement benefits.
- Administer COBRA benefits for eligible employees.
- Assist with Affordable Care Act (ACA) compliance and reporting.
- Respond to employee benefit questions and coordinate with benefit providers.
Training and Development
- Schedule orientation and required training for new hires and sponsored providers.
- Coordinate annual mandatory training and compliance training.
- Prepare training materials and participant packets.
- Set up training rooms and audiovisual equipment.
- Coordinate refreshments, meals, and training logistics.
- Assist with conducting employee and provider training sessions.
- Maintain training records and certification documentation.
- Attend professional development and required trainings; travel may be required.
Payroll and Employee Support
- Assist with payroll processing and payroll-related functions.
- Verify employment information and maintain payroll documentation.
- Assist employees with HR-related questions and concerns.
- Support employee engagement and positive workplace culture.
- Maintain confidentiality regarding all employee information.
Administrative Responsibilities
- Answer and direct incoming telephone calls.
- Greet visitors and notify appropriate staff of their arrival.
- Respond professionally to employee, provider, and customer inquiries.
- Prepare correspondence, reports, forms, memorandums, and emails.
- Perform mailing, copying, scanning, filing, and faxing.
- Maintain office supply inventory and order supplies for all departments.
- Maintain an adequate inventory of employment applications, provider forms, and office materials.
- Coordinate departmental supply requests from ABA, Service Representatives, Community Integration staff, and Coordinators.
- Provide notary services for organizational documentation.
- Assist with special projects and administrative assignments.
Employee Relations
- Assist management with employee coaching, counseling documentation, and corrective action processes.
- Maintain professionalism and impartiality when handling sensitive employee matters.
- Promote compliance with company policies, procedures, and ethical standards.
- Support conflict resolution efforts while maintaining confidentiality.
Additional Responsibilities
- Maintain confidentiality of all employee, client, and organizational information.
- Demonstrate professionalism, integrity, and sound judgment in all interactions.
- Support all departments as needed to ensure organizational success.
- Perform additional duties as assigned by the CFO, CIO, CEO, and Owners.
Qualifications
Education
- Bachelor's Degree in Human Resources, Business Administration, or a related field preferred.
- Equivalent combination of education and a minimum of three (3) years of Human Resources experience will be considered.
Experience
- Minimum of three (3) years of Human Resources or related administrative experience preferred.
- Experience in healthcare, behavioral health, human services, or a DBHDS-licensed organization is highly preferred.
- Experience with employee onboarding, compliance, personnel recordkeeping, and benefits administration.
- Experience coordinating training and maintaining licensing documentation.
Knowledge, Skills, and Abilities
- Strong understanding of Human Resources principles and employment practices.
- Knowledge of COBRA and Affordable Care Act (ACA) requirements.
- Knowledge of HIPAA confidentiality standards.
- Familiarity with DBHDS licensing regulations preferred.
- Strong organizational and time management skills.
- Excellent verbal and written communication skills.
- Ability to manage multiple priorities while meeting deadlines.
- Strong attention to detail and accuracy.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
- Ability to maintain strict confidentiality.
- Ability to work independently and collaboratively within a team.
- Strong customer service and interpersonal skills.
- Notary Public certification preferred or willingness to obtain certification.
Physical Requirements
- Ability to sit, stand, bend, and walk for extended periods.
- Ability to lift and carry office supplies and training materials up to 25 pounds.
- Ability to travel to company locations, training sites, and meetings as needed.
