Capital Project Management Engineering Manager

The City is seeking an experienced Capital Project Management Engineering Manager to lead day-to-day capital
project delivery activities and provide professional engineering oversight within the Capital Project Management
Department. This position supervises and supports project managers, coordinates with internal departments and
external partners, monitors project performance, and helps ensure capital projects are delivered effectively,
consistently, and in accordance with established engineering and project management standards.
Key Responsibilities:
- Supervise, support, and guide project managers and assigned staff.
- Oversee project scope, schedule, budget, risks, issues, and changes.
- Review engineering plans, specifications, schedules, budgets, and technical submittals.
- Provide engineering guidance and assist with complex design and project delivery issues.
- Coordinate with Finance, Procurement, Legal, Public Works, consultants, contractors, and City departments.
- Support project reporting, procurement, contract administration, and project closeout.
- Promote consistent project management procedures and engineering review practices.
Minimum Requirements:
- Bachelor’s degree in engineering, construction management, project management, public administration,
business administration, planning, or a related field.
- Considerable experience managing capital, public works, construction, facilities, or municipal infrastructure
projects, including supervisory or lead-worker experience.
- Equivalent combinations of education and experience may be considered.
- Valid North Carolina driver’s license.
- Professional Engineer (PE) registration
Preferred Qualifications:
- Project Management Professional (PMP) certification.
- Certified Construction Manager (CCM) certification.
- Similar professional project management or construction credential.
- Experience in municipal government or public-sector capital project delivery.

Salary range: $84,076.78 - $120,229.80
