JOB SUMMARY: Serves as the chief administrative official of the City of Alamo; assures that all laws, city ordinances, adopted resolutions, bona fide agreements, contractual services, and all other binding and lawful executive orders are faithfully complied with and professionally processed through proper protocols; and promptly executes all other administrative tasks deemed necessary and reasonable so that needful city services are provided.
ESSENTIAL JOB FUNCTIONS: The following include, but are not necessarily limited to, essential job functions of the City Manager:
· Shall be responsible for the administration of City business matters in accordance with the City Charter;
· Shall assure that all laws, city ordinances, City Charter provisions, and acts of the Board of Commissioners are faithfully executed;
· Shall comply with all applicable provisions of the most prevailing Personnel Policies as promulgated and ordained by the Board of Commissioners;
· Shall represent the City of Alamo in a professional and respectful manner at all civic organizations, events, meetings, appointments, and in all other related conferences;
· Shall be a proficient public speaker with high regard in being diplomatic, courteous, and respectful thus magnifying good public relations with the general public, the business community, prospective business investors, government and school officials, and all others;
· Except for the City Officials appointed/removed by the Board of Commissioners pursuant to the City’s Charter, the City Manager shall appoint and, when deemed necessary, remove Department Heads, but only after consulting with the Board of Commissioners; as chief administrative officer, he/she may appoint/remove all other city employees when deemed in the best interests of the City;
· Shall complete an annual evaluation of all Department Heads and other administrative officers pursuant to Personnel Policy protocols; and shall submit the signed evaluations to the Board of Commissioners (and HR);
· Shall direct and supervise the administration of all departments, officers and agencies of the City, except as otherwise provided in the City’s Charter;
· Shall be knowledgeable of all facets of the city’s Social Media and Prohibited Technology Policy; and shall be responsible for the required tasks as outlined in the SMPT Policy.
· Shall attend all meetings of the Board of Commissioners and, after reviewing all agenda items, shall be prepared to take part in any items’ discussion; and shall have the right to provide professional and reasonable recommendations, as deemed appropriate;
· Shall prepare and submit the city’s annual budget to the Boad of Commissioners, but only after consulting with the Finance Director, Department Heads, and other responsible city officers; thus, assuring that the proposed budget is reflective of properly vetted needs within projected revenues but factoring-in its debt service;
· Shall assure that the city is operating within its approved annual budget;
· Shall execute deeds and contracts on behalf of the City of Alamo when authorized by approved ordinance, resolution or motion of the Board of Commissioners;
· Shall promptly prepare and/or provide such other reports to the Board of Commissioners as they may require concerning city operations, city issues, prospective or current policies, or such other matters as may be assigned;
· Shall consistently inform the Board of Commissioners of the financial condition and future needs of the city; and shall provide comprehensive recommendations to improve the city’s fund balance, manage its debt service, and provide other sound measures to magnify the city’s financial standing;
· Shall direct and supervise the development of a five and ten-year comprehensive long term capital improvements plan that shall include proposed annual improvements for the first 5 years; and then a general projection of needs for years 6 through 10. Such a comprehensive plan shall include proposed projects, costs, financing and priority ratings. These plans shall be updated once annually and presented to the Board of Commissioners as part of the annual budget process; and,
· Shall perform such other duties as are specified in the City’s Charter, as may be amended from time-to-time; and perform other lawful tasks as may be required by the Board of Commissioners.
WORKING CONDITIONS AND PHYSICAL DEMANDS: Typical indoor working conditions; however, there will be ‘in-the-field’ meetings, site assessments, plus other outdoor city activities that may occur after normal working hours, during weekends, or during holidays.
REQUIRED EDUCATION, DEGREES, CERTIFICATE AND/OR LICENSES: The City Manager shall hold a minimum of a Bachelor’s Degree from an accredited university with major coursework in Public Administration, Business Administration, or in a related field; though a Master’s degree in a related government administration field is desirable. Also, the City Manager shall have a minimum three (3) years, but preferably five (5) years, of experience in an administrative or management position with another municipality. Recommended to have, or if hired; to promptly acquire, at least an Associate Membership in the Texas City Management Association (TCMA) which requires completion of ethics training, etc., within certain time-sensitive schedules. The City Manager must have a valid Texas driver’s license; and if engaged and the person has an out-of-state DL, then he/she must acquire a TX DL within the legal time parameters to do so.
EXPERIENCE, TRAINING, KNOWLEDGE AND SKILLS: The City Manager shall have:
· progressively increased experience in executive level management organization
· has professional office administration experience where assessing complicated and semi-complicated issues were assessed and successfully resolved
· has an in-depth ability to prepare and operate within an approved annual city budget(s)
· has extensive public speaking skills that effectively communicates with city staff and others of diverse backgrounds in a respectful and diplomatic manner
· consistently communicates with his/her supervisor(s), (board(s), committee(s) on (financial/personnel) matters that are compelling to the organization’s success and professional reputation
· has proficient knowledge and skill in technological communication devices, including social media
· has proficient knowledge in office skills (typing, phone, copier, scanning, emailing); and has professional writing skills
