Under general supervision, performs work involving the proper operation of Vactor truck and/or specialized equipment used in the water distribution and wastewater collection systems. The Vactor Operator communicates frequently with the Operations Manager and Field Operations Supervisor regarding systems and operations.
SUPERVISION
General supervision is provided by the Operations Manager and/or Supervisor.
REPRESENTATIVE DUTIES
The following is a summary of essential functions and duties required for the position of Vactor Operator. - Performs the daily operations of the water distribution/wastewater collection field operations; assures that all actions are completed safely.
- Operates Vactor truck to include flushing of inlets, cleaning of manholes and jetting mainlines to remove debris.
- Performs fieldwork generally in the right-of-way on streets and roads. The work involves driving the Vactor truck, lifting manhole lids, contact with wastewater and hazardous materials, close proximity to heavy equipment, and confined space entry.
- Drives and operates equipment in a safe manner. Assures that the work zone, traffic control, and all equipment are in safe operating condition.
- Performs preventive maintenance of Vactor such as greasing, lubricating, and cleaning inside of cab and washing Vactor.
- Responds to emergency calls requiring the use of the Vactor truck. This includes assisting field crews with installation, repair, and maintenance of the water and wastewater infrastructure.
- Maintains and keeps daily records of inspections completed on sewer lines, collection lines and other collecting structures.
- Keeps detailed notes while out in the field and inputs data in computer at the end of day.
- Maintains and keeps records of project and materials used and time consumed.
- Provides daily report to supervisor to measure progress against stated goals.
- Must be able to establish and maintain effective working relationships with fellow employees, officials, and the public.
- Subject to on-call, which may include SCADA, standby, rotating duty schedule, weekends, and 24-hour emergency call out with little or no notice.
- Accomplish and maintains safe work practices according to District’s rules and policies.
- Performs any other duties as assigned by the Operations Manager.
QUALIFICATIONS
The following generally describes the knowledge and qualifications required to perform the essential functions and duties of the position of Vactor Operator.
Education and Experience Guidelines – Below is a summary of the minimum educational qualification requirements for the position of Vactor Operator.
Education/Training: High School Diploma or GED. Bilingual preferred (English and Spanish).
EXPERIENCE: Two (2) years’ experience operating Vactor trucks, rodding machines, and related automotive and mechanical equipment.
LICENSES AND CERTIFICATES
- Valid Texas Class “B” Commercial Driver’s License preferred “A” or equivalent from another state and must have an acceptable driving record.
- Tanker Endorsement
- Must be able to obtain Class “D” Water Operator or Wastewater Collection license issued by the Texas Commission on Environmental Quality within six (6) months of appointment to position.
- Must be able to obtain dual licensure (water and wastewater) within one (1) year of appointment to position; either Class "D" Water Operator or
KNOWLEDGE, SKILLS, AND ABILITIES
- General knowledge of standard practices, methods, materials, tools, and equipment of the trade being performed.
- General knowledge of operation, servicing, requirements, capabilities, limitations, and safety features of assigned equipment, pertinent traffic laws, ordinances, and regulations.
- Ability to relate to the routine practices and techniques of the repair of the water distribution/ wastewater collection system.
- Ability to prepare and maintain service work orders.
- Application of general knowledge of system operations, control settings, and field.
- Application of general knowledge of pipe laying methods, practices and procedures as required in maintaining operations of water and wastewater systems.
- Application of general knowledge of safe working practices and procedures.
- Interpretation of federal, state, and City laws, rules, regulations, related to water distribution system maintenance and repair, state and local labor, and occupational safety and health rules and regulations.
- Clear, concise oral and written communication for preparing reports, and providing general information to regulatory agencies and management.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: The Vactor Operator is frequently exposed to moving machinery and equipment, hazardous chemicals, uneven terrain, extreme weather conditions, animals, reptiles, fumes, and materials common to collection, transportation and disposal of solid waste, recycling, and hazardous materials. Occasionally works in confined spaces. Occasional exposure to hostile customers or citizens. Position is subject to extended work schedules, including evenings and weekends.
Physical: Primary functions require sufficient physical ability and mobility to work in a field environment; to stand, stoop, reach, bend, kneel, squat, climb, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry up to 100 pounds. Use hands to finger, handle, feel or operate equipment, and reach with hands and arms. Frequently climbing in and out of trucks; sitting for an extended period of time.
Vision: Must be able to see in the normal visual range, with or without corrective devices. Must be able to read.
Hearing: Must be able to hear in the normal audio range, with or without corrective devices.
Travel: Travel is primarily local during the business day.
Personal Protective Equipment Required: Safety equipment includes hard hat, traffic vest, ear plugs, eye protection, safety gloves, safety shoes, water boots, Tyvek suits, full-face/dust mask, and SCBA (Self Contained Breathing Apparatus).
