This role specializes in analyzing organizational structures, standard operating procedures for EES eligibility in CORE programs, administrative policies, and DCF EES management systems. It evaluates standard operating procedure effectiveness, identifies office strengths and weaknesses, and provides recommendations to improve policies, procedures, training, and performance.
Responsibilities include analyzing data for decision-making, assessing staffing needs, forecasting workloads, tracking performance metrics, and supporting continuous process improvement. The position designs, implements, monitors, and manages standard operating procedures to align with agency goals, enhance efficiency, reduce errors, and ensure compliance.
The role collaborates with agency leadership to plan and implement updated work methods and systems, prepares manuals and training materials, and coordinates cross-functional teams statewide to improve processes. It also works with EES programs and training to ensure consistent standard operating procedure application and participates in the core BPM workgroup to maintain current resources supporting agency objectives.

Qualifications
Minimum Qualifications: Three years of experience in collecting, evaluating, studying or reporting on statistical, economic, fiscal/budget, legislative or administrative data. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications: Proficient knowledge of the standard operating procedures for EES eligibility. Experience in one or more Department for Children and Families business areas. Proficient use of all Microsoft office tools. One year of experience in studying or reporting on statistical data, planning, evaluating, implementing, and monitoring activities relevant to the agency’s programs. One year of experience working in the process management system as designed by Kansas. Education may be substituted for experience as determined relevant by the Agency.

Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.
Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Full Position Description:
This position is part of the Business Process Management (BPM) team responsible for monitoring and managing the core program workload of the Employment and Economic Services (EES) division.
Program and Process Support:
Conducting Reviews:
The primary responsibility of this position is to conduct reviews of all standard operating procedures for EES eligibility core programs to ensure adherence to defined procedures. Reviews are done consistently and collaboratively demonstrating a helpful approach. This is accomplished through on-site, in-person office visits to include observations, and interviews with staff who are Human Services Assistants, Human Services Specialists, Human Services Consultants, Assistant Program Administrators, Program Administrators, Assistant Regional Directors, Regional Directors, and other identified positions related to EES. Demonstration of leadership must be applied, and reviews must be conducted professionally and respectfully.
The BPM Reviewer conducts and facilitates the entrance and exit conference, assigns roles to team members assisting with the review, coordinates the writing of final reports using EES Administration approved templates, and monitors any corrective action plan put in place to include follow-up activities as needed.
The BPM Reviewer serves as the lead reviewer on a rotational basis within the team. This involves being the primary contact with regional management and EES Administration.
Making Written and Verbal Recommendations:
After each review, the BPM Reviewer prepares reports summarizing findings using existing consistency tools and makes recommendations to management. The BPM Reviewer is responsible for:
Identifying and recommending areas where there is opportunity for improvement to assist service centers in
connecting to specific areas of training needs and in achieving BPM goals.
- Finding deviances and providing technical and adaptive assistance as appropriate at all staffing levels.
- Conducting reviews and preparing presentations using available data from the EES Tracker and other
systems of records to support strengths and areas of opportunity in service centers for the entrance and exit conference.
- Analyzing review findings and providing clear and concise information with regional management and
EES Administration to recommend changes required to adhere to EES standard operating procedures for eligibility.
- Assisting in the development and monitoring of corrective action plans at both the regional and state level.
- Performing data analysis using key performance indicators (KPI’s).
Maintaining Knowledge:
This role provides accurate and efficient support to all levels of staff in EES. Knowledge of standard operating procedures for eligibility, proven strategies for process improvement methodologies, and BPM guiding principles and goals must be maintained while in this role.
Collaboration and Communication:
Another role of this position is to become a subject matter expert (SME) of the EES core program standard operating procedures. This role will participate as the EES core program standard operating procedures SME in the development of EES training curriculum development to ensure consistent application of standard operating procedures are followed. In addition, the BPM Reviewer will take part as the facilitator and/or note-taker of the BPM Workgroup. This workgroup focuses on gaps and enhancements to standard operating procedures in relation to EES core programs eligibility and their corresponding policy/system impacts. Because the BPM Reviewer oversees the consistent application of standard operating procedures for EES core programs, this role is responsible to collaborate with end users of all BPM consistency tools to keep them updated and maintained on an ongoing basis.
The BPM Reviewer demonstrates the ability to be innovative, and experimental, and engage with and empower employees to provide input regarding processes that impact their daily work. Encourage employees to embrace new processes once implementation occurs. Consistently pursues continued process innovation using determination and self-motivation. Promotes new process initiatives to achieve required cultural shifts. Lead process improvement initiatives to continuously drive efficiency and effectiveness within EES.
The remaining job duties for this position are made up of other duties as assigned by the unit supervisor or EES leadership.
