Position Overview and Responsibilities:
The Environmental Supervisor IV, 37010873, is in the Division of Environmental Assessment and Restoration’s Water Quality Monitoring Program, Southeast Regional Operation Center in Fort Pierce. This professional environmental position is responsible for managing, coordinating, and conducting monitoring and assessment activities within their regional office. The role includes managing staff and office operations, performing field-based biological and water quality assessments, completing office-based planning and administrative duties, and carrying out data analysis and data management responsibilities.
Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Perform supervisory duties including identifying, developing, and mentoring staff to foster leaders. Conduct performance evaluations and prepare performance plans as directed by the Division. Take a proactive approach to addressing poor performance by providing regular feedback, coaching, and additional training opportunities, as well as implementing improvement plans when necessary. Facilitate open communication to understand underlying challenges, offer guidance, and encourage professional development. For top performers, recognize achievements through public acknowledgment, recommend them for advanced projects or leadership roles, and support their participation in specialized training and development programs to further enhance their skills and visibility. Ensure accurate tracking of time and attendance for all subordinates. Attend program training as necessary and assist in the onboarding and training of new personnel.
Directs and provides oversight of staff responsibilities in all aspects of regional monitoring activities for the Water Quality Monitoring Program (WQMP). Ensures that all aspects of the Water Quality Monitoring Program’s Status and Trend Networks, Strategic Monitoring, TMDL, BMAP, and any other assigned monitoring plans are implemented, and data quality objectives are met in the most efficient and timely manner. Ensure that monitoring plans are implemented in coordination with project liaisons/coordinators located in Tallahassee. Responsible for the completion of all monitoring projects within the assigned project deadlines. Manage and oversees all field staff activities in all aspects, including ensuring full adherence to establish Standard Operating Procedures (SOPs), of their work including sample collection, handling and processing; data management, review, entry into DEP databases and interpretation; report writing, quality assurance and any response operation activities (i.e., fish kills, complaint investigations, etc.). Ensures general administrative functions are accomplished (for example, proper handling of correspondence, adequate office equipment and supplies, and responsible and efficient use of Department resources).
Oversee and participates in all aspects of the Program’s monitoring activities in their regional office. Water quality sampling is conducted on both surface and groundwater. Biological assessments may include taxonomic analysis of freshwater, estuarine and marine flora and fauna. Participation in DEP training and certifications are required to conduct water quality data collection and specialized floral and faunal biological assessments, including the Stream Condition Index, Rapid Periphyton Survey, Lake Vegetation Index, Linear Vegetation Survey, and Stream and Lake Habitat Assessments.
Provides technical assistance to the local DEP District with sampling and other monitoring or bioassessment needs. Coordinates complaint investigations as requested for non-point source or point source related water pollution violations, such as fish kills, algae blooms, reports of odor, foam, etc. These activities should be coordinated through the regional manager, and prior approval should be acquired. Responds in a timely manner to inquiries from the public, the media, and elected officials, local governments, per established agency guidelines and procedures. Provides action item reply within required time frames.
Keeps the Environmental Administrator informed of section activities and concerns, responds to the Environmental Administrator in a timely manner and performs other duties, including representing in their absence.
May volunteer to snorkel. Boater safety training is required.
Performs other duties as required.
Required Knowledge, Skills, and Abilities:
Skilled in managing conflict and in negotiating mutually acceptable outcomes.

Knowledge of chemical and biological field collection methods.

Skilled in use of ESRI GIS software, MS Office software; Word, Access, Excel, PowerPoint, and DEP proprietary software; SBIO,
LIMS and the Report Tracker.
Skilled in aquatic floral and/or faunal biological assessments.
Ability to complete complicated or repetitive tasks accurately and efficiently as well as carry 40-pounds while walking ten minutes
(100 yards) over uneven terrain.
Ability to accomplish (and lead others to accomplish) worthwhile, measurable results.
Ability to communicate effectively both verbally and in writing.
Ability to be a team player and builder, working well independently and in groups.
Ability to be comfortable speaking in public, as needed.

Minimum Qualifications:
At least eight years of verifiable related experience in chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or public health, of which at least one year of experience must be as a supervisor, coordinator, project manager/coordinator/lead, program manager, team lead, team trainer, or have completed relevant managerial/leadership training. Post-secondary degrees from an accredited college or university with a major in chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or public health may be used as an alternative for seven of the required eight years of experience on a year-for-year basis.
Valid Driver’s License
Frequent day travel and occasional overnight travel, including driving long distances
Completion of the boater safety training is required within 9 months of hire, additional time needed for completion will be at the discretion of the deputy director.
This position requires medical monitoring.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Pay:
$5,199.43 - $5,471.39 monthly
