POSITION SUMMARY
The Greater Milwaukee Urban League (GMUL) is seeking a highly qualified, results-oriented, and mission-driven Program Manager to provide strategic leadership and oversight of workforce development programs that advance economic empowerment, career readiness, education, and employment opportunities for youth and adults.
The Program Manager will oversee the implementation, performance, compliance, and continuous improvement of key workforce initiatives, including Project Ready Mentor (PRM), Graduate to Employment (GTE), Transitional Jobs (TJ), and other workforce development programs. This position is responsible for supervising program staff, and contract compliance, monitoring program outcomes, and ensuring alignment with the standards and expectations of the National Urban League Movement.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide strategic leadership, planning, implementation, and oversight of workforce development programs.
- Ensure programs operate effectively and achieve established goals, objectives, and performance outcomes.
- Develop annual work plans, program goals, performance measures, and continuous improvement strategies.
- Monitor participant recruitment, enrollment, retention, completion, credential attainment,
- Directly supervise a team of five to seven workforce development professionals.
- Provide coaching, mentoring, professional development, and performance management.
- Conduct staff meetings, performance evaluations, and ongoing accountability reviews.
- Establish clear expectations, goals, and productivity standards for staff.
- Foster a collaborative, customer-focused, and results-driven team culture.
- Ensure compliance with all federal, state, local, grant, contract, and National Urban League requirements.
- Maintain oversight of participant files, assessments, case notes, documentation, time sheets, and eligibility records.
- Monitor key performance indicators (KPIs), benchmarks, and program outcomes.
- Establish and maintain relationships with employers, educational institutions, workforce agencies, and community partners.
- Collaborate with local workforce boards, economic development organizations, and industry leaders
MINIMUM QUALIFICATIONS
- Bachelor's Degree required in Workforce Development, Human Services, Social Work, Public Administration, Business Administration, Education, Organizational Leadership, or a related field.
- Minimum of five(5) to ten(10) years of progressive workforce development, employment services, program management, or related experience.
- Minimum of three (5) years of supervisory and leadership experience.
- Experience managing grant-funded programs and contracts preferred.
- Experience working with diverse populations and underserved communities required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Comprehensive knowledge of workforce development systems and employment programs.
- Strong understanding of case management, participant engagement, and workforce readiness strategies.
- Experience with program performance measurement and data analysis.
- Excellent leadership, organizational, and project management skills.
- Strong verbal, written, and presentation communication abilities.
- Ability to manage multiple priorities while meeting deadlines.
- Proficiency in Microsoft Office Suite and workforce management databases.
