Deputy Court Operations Manager Annual Range: $128,273.60 - $150,800.00
Anticipated Starting Rate: $128,273.60

TELEWORK/ON-SITE OPPORTUNITY
This position is eligible for a limited combination of telework and on-site work assignments up to one (1) day per week. Telework must be completed from a pre-designated home-based location within the State of California, and employees may be required to report on-site to address business needs. Telework is at the sole discretion of the Court and may be rescinded with 48 hours' notice, based on the needs of the Orange County Superior Court.

ABOUT THE POSITION
The Deputy Court Operations Manager oversees specialized functions of court operations that involve legal case processing activities of multiple units or moderately complex and diversified legal functions, such as case processing, courtroom activities, and/or activities that have a court-wide impact. The Deputy Court Operations Manager coordinates activities with peer managers and appropriate judicial officers in multifunctional units. Either directly or through supervisory staff, the classification manages support staff that provides direct support and services to the Bench, public, or other court users, and performs related tasks within the area of assignment.
The Deputy Court Operations Manager is the journey-level classification in the Court Operations Manager series. Incumbents typically report to a Court Operations Manager and provide leadership through supervisory positions. They oversee court operations that involve specialized legal case processing functions of units such as civil, criminal, traffic, juvenile, family law, probate, etc., or court operations that involve moderately complex legal functions involving diversified functions, such as case processing, courtroom activities, and/or activities units that have court-wide impact, such as collaborative courts, jury, and records management.
Duties for the classification may include, but are not limited to:
Manages the day-to-day operations of the assigned area and works closely with judicial officers, peers, supervisors, and support staff to carry out the Court’s purpose, unit assignments, and provides customer service to internal and external customers.
Completes operational requirements by selecting, orienting, training, scheduling, and assigning employees through supervisors; establishes and maintains standards and desk procedures to ensure legal compliance and to support the Bench, the public, and justice partners; measures results against standards and makes necessary adjustments or corrective action; and sets goals and objectives for staff that enhance services and efficiency.
Leads and motivates assigned unit(s) to ensure operational needs are met by demonstrating strong leadership, implementing effective personnel management that includes developing staff and having positive and difficult conversations, fostering a culture of collaboration and partnership with managers throughout the court to ensure operational goals are met.
Demonstrates organizational awareness by understanding how political, organizational, and technological systems work and operate effectively. Promotes court policies, procedures, rules, and applicable laws while moving easily and effectively between the roles of supporting judicial officers and following administrative standards. Works closely with judges and provides support with high-level and sensitive issues.
Demonstrates leadership and ethics by influencing positive change and mentoring staff to support the goals and objectives of the Bench and executive management. Sets high yet achievable standards and expectations for self and staff, while addressing performance issues effectively. Demonstrates behavior that sets an example for staff in terms of the Code of Ethics, sound business practices, and court/division strategic plans. Displays excellent discretion and judgment in interactions and decisions; designs short- and long-term plans for the work unit; encourages and facilitates cooperation within the Court and the public. Fosters commitment, team spirit, pride, and trust. Clearly defines responsibility and delegates authority appropriately.
Analyzes, understands, and supports division programs, policies, and activities. Negotiates and resolves sensitive and controversial issues. Recommends improvements to policies, programs, procedures, forms, and workflows to streamline business processes and reporting requirements through well-written, well-presented proposals.
Accepts accountability by assuring that effective controls are developed and maintained to ensure the integrity of the operational unit. Holds self and others accountable for rules and responsibilities, takes steps to mitigate risks, and accepts responsibility for breakdowns. Ensures projects within areas of responsibility are completed on time and within budget. Monitors and evaluates plans, focusing on results and measuring attainment of outcomes.

SELECTION PROCESS
STEP 1: Applications will be reviewed by Human Resources to identify candidates who meet the minimum qualifications and/or desirables. It is to your benefit to include all current and previous related work experience. When listing Court experience, please include dates and classification of each position held, if more than one. Only those who meet the minimum qualifications and desirables (if applicable) will proceed to the next step in the recruitment process.
STEP 2: Phase one (1) of the assessment process is a written examination (weighted 40%), which will evaluate all or parts of the above knowledge, skills, and abilities. Phase two (2) is an oral examination (weighted 60%), which will be administered by a panel of subject matter experts. The weighted scores of the written and oral examinations will be combined to determine the overall score. Depending on the number of applications, additional assessments and/or screening interviews may be conducted. This could include evaluating and ranking a candidate's supplemental question responses.
STEP 3: Candidates who are successful in step 2 will be placed on the eligible list and may be considered for an interview. Placement on the eligible list does not guarantee an interview or employment.
