Overview
The Town of Farmington is seeking a qualified Director of Public Works. This position is responsible for planning, organizing, and directing all operations of the Public Works Department in a small municipality. This includes oversight of roads, bridges, solid waste, water/sewer (fleet, facilities, and capital projects. The Director serves as both a strategic leader and a hands-on manager, often working directly with field crews.
The Director ensures safe, efficient, and compliant maintenance of town infrastructure, including highways, drainage, solid waste, and municipal facilities, while supporting long-range capital planning and regulatory compliance.
Duties
Operations & Maintenance
- Oversees the operations and ensures the compliance of all Public Works Departments
- Plan and supervise seasonal operations, including snow plowing, sanding, salting, and storm response
Supervision & Personnel Management
- Makes recommendations to the Town Administrator and Board of Selectmen regarding the selection, retention and/or dismissal of personnel
- Supervise, train, and evaluate department employees
- Ensure compliance with safety regulations and proper use of equipment
Equipment & Fleet Management
- Manage maintenance, repair, and replacement planning for town vehicles and heavy equipment
- Oversee maintenance of public buildings and grounds
- Maintain inventory and asset management records
Budgeting & Administration
- Prepare and manage the department operating and capital budgets
- Track expenditures and ensure cost-effective operations
- Works as representative for the Town’s Capital Improvement Plan (CIP), Master Plan, and Hazard Mitigation, and anything to do with the Town’s levee
- Assist in warrant article development for town meeting
Procurement & Contract Management (RSA 31 & 41):
- Procure materials, equipment, and services in accordance with town policies and NH statutes
- Prepare bid specifications (RFP’S) and evaluate proposals
- Manage contracts and grants and ensure performance compliance
Regulatory Compliance
- Ensure compliance with all applicable local, state, and federal regulations
- Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations. Establishes internal operational policies and procedures to effectively address the specific needs of the town.
- Maintain required permits and records
- Coordinate with NHDES, NH DOT, and other agencies as needed
Public Communication & Governance
- Respond to resident inquiries and service requests
- Attend Select Board meetings, budget hearings, and town meetings
- Provide reports, recommendations, and technical guidance to town officials
Emergency Management
- Participate in emergency planning and response (e.g., storms, flooding, infrastructure failure)
- Coordinate with emergency services and the Emergency Management Director
- Be available 24 hours a day to respond to emergencies in a timely manor
What We’re Looking For:
- Bachelor’s degree in civil engineering, public administration, management or related field preferred.
- 3-5 years of progressively responsible related experience with 5 years in a supervisory position or any equivalent combination of education and experience which demonstrates required knowledge, skills, and abilities.
- Knowledge of equipment, facilities, materials, methods and procedures used in Public Works Departments including Water and Wastewater
- High level of organizational skills

- Participate in ongoing training and professional development to maintain proficiency, comply with applicable licensing or certification requirements, and remain current with changes in laws, regulations, technology, and industry best practices relevant to their position
- Human relations skills necessary to communicate with diverse audiences, facilitate small group processes, present ideas clearly, resolve conflict and convey technical concepts to others both orally and in writing
Salary: $80,000 – $100,000
Hours: Full-time, 40 hours per week, Monday -Friday
