JOB OBJECTIVE: Maintenance for building systems
JOB FUNCTIONS INCLUDING BUT NOT LIMITED TO:
- The Assistant Chief Engineer’s primary responsibility is to oversee the efficient operation of all building systems and to inform the Chief Engineer and General Manager of any condition affecting building services and Tenant or Client safety and comfort.
- Specific areas of responsibility include Tenant or Client services, preventive maintenance, assisting the Chief Engineer in the supervision of the crew (including staff development), purchasing and inventory control, contracted maintenance, and following the Firm’s guidelines regarding general maintenance practices.
- The Assistant Chief Engineer is responsible for protecting and improving the value of the Owner’s or Client’s asset, and ensuring that the building machinery and systems meet or exceed their rated life. Additionally the Assistant Chief Engineer is expected to have knowledge of codes, laws and regulations pertaining to the operation of the facility, and be able to implement and assist in activities regarding the reduction of liability to the Client, Owner and Metro Services Group.
- Strong knowledge of refrigeration, HVAC, and building systems.
- Operation, maintenance, and repair of HVAC, boilers, refrigeration, plumbing, electrical, life safety, and building automation systems
- The Assistant Chief Engineer should be familiar with, and abide by the Firm’s policies and procedures. Specifically, the Assistant Chief Engineer is responsible for the following areas:
Department Administration
- Assist the Chief Engineer in the organization and management of all administrative functions related to the engineering department. This includes but is not limited to:
- Budgeting and financial control
- Compliance with all applicable national and local codes and regulations
- Team training, which includes the administration and coordination of a comprehensive training program in accordance with the Firm’s technical training and advancement initiative.
- Team productivity monitoring
- Upward reporting on budgets, energy accounting, and productivity
- Review of tenant build out plans and pre-occupancy inspections
- Construction coordination including contractor management and review.
- Tenant/Client Services
- Perform and/or direct the performance of all service requests. Specific duties include:
- Communicating with the Tenant/Client Services Coordinator, as applicable, to establish service request work priorities.
- Insuring that work performed in Tenant/Client space is accomplished with a minimum of disruption and is followed by adequate clean-up
- Oversee the accurate and timely completion of service request forms
- Review monthly service request summaries to pinpoint and correct reoccurring operational issues
Preventive Maintenance
- Assist the Chief Engineer in the formulation and implementation of the preventive maintenance program. Specific duties include: Scheduling of preventive maintenance with minimum disruption of building services. Performing and/or delegating preventive maintenance tasks to the appropriately qualified staff member. Coordinate the input and output of the Preventive Maintenance System. Reviewing the status of preventive maintenance work with the ChiefEngineer on a monthly basis or as required.
- Analyzing preventive maintenance log data in order to formulate more efficient operating procedures
Staff Development
- Assist the Chief Engineer in training and supervision aimed at expanding the capabilities of the engineering team. Specific duties include: Demonstrating the proper use and care of tools and instruments. Giving “hands on” instruction in basic maintenance and trouble- shooting procedures. Developing work schedules. Evaluating job performance on an ongoing basis. Conducting progress reviews in conjunction with the Chief Engineer. Recommended enrollment in relevant inside or outside courses as is permissible within the guidelines of the operating budget. Instilling an overall professionalism in manner and appearance relative to the engineering staff. Screening engineering staff candidates in accordance with the Firm’s diversity goals and directives
Purchasing and Inventory Control
- Insure the availability of an adequate operating inventory of tools and supplies. Specific duties include: Developing sources for stock materials such as water treatment chemicals, HVAC supplies, lighting, ceiling tiles, paint, electrical, and plumbing supplies. Evaluating suppliers on a regular basis with regard to quality and competitive pricing. Preparing and submitting purchase order requests
- Verifying the accuracy of deliveries for count, pricing, and description
- Performing periodic safety and inventory checks of property tools
- Assist in creating purchasing specifications and competitive bid analysis
Contracted Maintenance
- Assist the Chief Engineer relative to monitoring the quality and pricing of maintenance work performed by outside contractors. Specific duties include:§ Insuring the timely performance of maintenance contract work on elevators, radio communications equipment, card access system, fire and life safety systems, in-ground sprinkler system, HVAC systems, etc. Overseeing the fulfillment of equipment warranty obligations by the original installer, as appropriate. Securing equipment manuals and drawings from original installers or contractors and maintenance of same in the property technical library.
Technical Proficiencies:
- Understand the engineering design and operational aspects of each building system. Immediately recognize and communicate to the Chief Engineer, system shortcomings when they occur. Related tasks include:
- Monitoring the allocation of building system capability to various base building and Tenant/Client needs
- Devising technical enhancements which will improve some aspect of building operation
- Identifying equipment, which may require replacement or reconditioning resulting in the need for owner’s capital.
