Overview
We are seeking an energetic and visionary Managing Director to lead our organization with passion and strategic insight. The ideal candidate will possess a strong background in business administration, staff supervision, and possess management experience. As the leader of our organization, you will inspire teams, ensure operational efficiency, and uphold our mission to deliver high-quality utility service to our customers.
Position
The Managing Director serves as the chief executive officer of the Washington Township Municipal Authority (WTMA) and is responsible for the overall leadership, strategic direction, operational oversight, and financial stewardship of the Authority. The Managing Director serves as the primary liaison between the Board of Directors, employees, customers, regulatory agencies, municipalities, vendors, and the public.

Executive Leadership & Governance
- Serve as the primary representative of the Authority.
- Advise and support the Board of Directors.
- Develop and implement strategic plans, policies, and resolutions.
- Provide leadership for organizational growth and operational excellence.
Personnel & Human Resources
- Supervise department directors and senior staff.
- Oversee recruitment, performance evaluations, employee development, and succession planning.
- Administer labor relations, union agreements, and employee relations matters.
Financial Management
- Develop and administer operating and capital budgets.
- Monitor financial performance and authorize expenditures.
- Review financial reports and evaluate development impacts.
Operations & Infrastructure
- Provide oversight of water and wastewater operations, facilities, IT systems, and regulatory compliance.
- Develop and maintain Authority policies for continued cohesiveness.
- Monitor contracts and service agreements.
- Conduct operational reviews and inspections.
Capital Projects
- Direct planning, design, bidding, construction, and closeout of capital improvement projects in conjunction with Authority engineers.
- Pursue grant funding and oversee project budgets and contracts.
Public & Stakeholder Relations
- Respond to customer and community concerns.
- Maintain productive relationships with municipalities, regulatory agencies, consultants, and professional organizations.
Emergency Management & Compliance
- Lead emergency preparedness and response.
- Ensure compliance with all applicable environmental and utility regulations.
Professional Development
- Maintain professional certifications as required.
- Participate in industry organizations and continuing education.
- Perform other duties assigned by the Board of Directors.
Qualifications
- Proven experience in a managerial role or in a similar leadership role.
- Demonstrated expertise in staff supervision, team management, and personnel management.
- Excellent writing skills for reports, proposals, and communication.
- Strong leadership qualities with the ability to motivate teams.
