The Division Manager, Utility Services Zones plans, directs, and manages all work activities, function and operations of the Water Distribution and Sewer Collection Systems in a specifically defined geographical area or zone of the sanitary district. This position is responsible for the overall delivery of water to our residential and commercial customers, the collection of all sanitary sewer and the installation of all meters in the assigned zone.
Essential Functions
Supervises approximately 70 employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Plans, directs, and coordinates the work of staff that are responsible for the maintenance and repair/replacement of the water distribution and wastewater collection systems in a specifically defined geographical area of the sanitary district; takes actions to adjust work, staffing and operations to meet daily workload demands
Directs after-hours emergency efforts in the maintenance and repair of the collection and distribution systems to provide 24-hour/day response and service to customers
Responsible for coordinating and assisting in shutdowns and other construction activities associated with development projects from other departments and/or divisions
Facilitates the group in dealing with the investigation of requests for the support services group, including complaints such as water leaks and sewer stoppages; resolves the more complex customer or employee complaints/problems; works with other WSSC Water Utility Services and Customer Relations Associates to respond to customers related to water/sewer systems and operations
Prepares and maintains necessary records, budgets, correspondence, and reports relating to the activities of the group; Collects, analyzes and monitors data in support of organizational benchmarks and business goals
Oversees contract management staff to assure delivery of individual projects in accordance with established WSSC Water goals, policies and procedures
Practices open two-way communication with employees making sure they are informed regarding WSSC Water matters such as vision, mission and company goals; serves as a mentor to employees regarding their development in order to set career expectations that are beneficial to both employees and WSSC Water
Attends appropriate meetings with WSSC Water stakeholders internally and externally. Including local, state and federal agencies or municipalities
Develops operating policies, procedures and objectives to maintain high standards of quality service and efficiency
Oversees compliance with safety rules and regulations in accordance, but not limited to OSHA , the State of Maryland, and WSSC Water
Drives a vehicle to conduct WSSC Water business
Other Functions
Works in concert with the Communications and Community Relations Office to address community and media concerns regarding broken water mains, sanitary sewer overflows, and discolored water complaints
Works with and assists others within Engineering, Plant Operations and Utility Services in the review of design plans and specifications, construction projects, as well as maintenance to the water and sewer systems as needed to assure that the systems are operating and functioning optimally
Serves as Acting Director, Utility Services when so designated
Performs other related duties as required

Required Knowledge, Skills, And Abilities
Comprehensive knowledge of the methods and procedures used in the maintenance of water distribution and wastewater collection operations
Comprehensive knowledge of the occupational hazards and safety precautions of the work
Ability to use effective techniques of supervision
Knowledge of computer equipment and software related to the assignment
Comprehensive knowledge of the principles and practices of civil/sanitary engineering
Comprehensive knowledge of planning, design and construction contract administration
Comprehensive knowledge of the materials, equipment tools and work practices used in the reading, repair and maintenance of commercial and residential water meters
Good interpersonal skills in conflict resolution related to Union and non-Union Employees
Ability to plan, participate and direct the work of teams consisting of professional engineers, inspectors, support staff, contractors, Architect/Engineers and other personnel
Ability to plan, direct, and coordinate complex and difficult maintenance projects and programs
Ability to effectively present ideas and reports both verbally and in writing
Ability to establish and maintain effective working relationships with employees and the public
Minimum Education, Experience Requirements
Bachelor’s degree in Civil, Mechanical, Sanitary, or Environmental Engineering or related field
8 years of responsible experience in water/sewer utility systems or meter maintenance in a large-scale facilities/utilities infrastructure, including 3 years of management experience in water/sewer utility systems
OR
High School diploma or equivalent
12 years of responsible experience in water/sewer utility systems or meter maintenance in a large-scale facilities/utilities infrastructure, including 3 years of management experience in water/sewer utility systems
