JOB DESCRIPTION
The Facility Security Officer (FSO) provides strategic oversight and daily management of security operations and serves as the primary Key Management Personnel (KMP) interface for the Defense Counterintelligence and Security Agency (DCSA) and other federal partners. The FSO is responsible for developing, implementing and analyzing security programs, ensuring adherence to federal laws, regulations and directives for classification management. They are responsible for managing the operations of classified facilities and ensuring the implementation of operative security controls intended for the protection of critical unclassified and classified national security information developed by or entrusted to LOGOS, subject to the National Industrial Security Program (NISP).
Duties include:
- Responsible for the overall industrial security program and compliance with the NISPOM (32 CFR Part 117), and other government and contractual obligations.
- Perform clearance prescreening, initial clearance requests and continuous personnel vetting actions for maintaining eligibility, upgrades or downgrades, and crossovers of existing clearances at all clearance levels
- Administer required security briefings and debriefings, including initial, annual, and termination briefings as well as special and restricted access programs (CNWDI, COMSEC, NATO), and briefing / debriefing individuals on requirements and responsibilities of privileged access to sensitive programs.
- Manage Visit Authorization Requests (VARs)
- Manage international travel requirements (briefing, reporting, visit requests, etc.)
- Coordinate and prepare for internal and DCSA security reviews.
- Lead and support the annual Self‑Inspection, ensuring findings are documented and corrective actions are implemented.
- Develop, deliver, and oversee security training, education, and awareness programs to meet all NISP requirements.
- Manage the Insider Threat Program (ITP) and provide regular insider threat education.
- Manage the accountability, storage, and transmission of classified information and associated equipment.
- Manage all aspects of physical security for the facility and open storage area, including safeguards, access control measures, and security system oversight.
- Conduct administrative inquiries and investigations, document results, and coordinate appropriate follow‑up actions.
- Collect, analyze, and report security metrics to support program oversight and continuous improvement initiatives.
- Maintain access to multiple DCSA industrial security and personnel vetting systems including DISS, NBIS, NCAISS/NISS.
- Maintain membership to NCMS, Inc., the Society of Industrial Security Professionals.
REQUIRED QUALIFICATIONS
- The candidate must have a valid driver's license and must possess a DoD security clearance up to the Top Secret level.
- The candidate must have a minimum of two (2) years serving as an FSO for a cleared facility.
- The ideal applicant should possess excellent communication skills and work well in a team environment.
