Signet is seeking an experienced and motivated Technical Services Manager to oversee day-to-day field operations associated with construction inspection, special inspection, and materials testing services. The Technical Services Manager serves as a central technical and operational resource, providing engineering support, project coordination, dispatch oversight, laboratory support, regulatory compliance, and client service. The position functions as a critical link between project managers, field inspectors, laboratory personnel, clients, and operations, helping ensure projects are executed efficiently, consistently, and in accordance with company standards.
Primary Responsibilities
Technical Operations & Office Support
- Coordinate day-to-day technical operations and engineering support activities.
- Prepare and facilitate weekly operations meetings.
- Develop meeting agendas and track follow-up action items.
- Assist with daily office operations and internal communications.
Dispatch & Resource Coordination
- Coordinate daily staffing assignments with dispatch personnel.
- Support scheduling during periods of high workload and major project activity.
- Provide field personnel with project drawings, specifications, testing requirements, and supporting documentation prior to mobilization.
- Optimize resource utilization across active projects. Technical
Review & Quality Assurance
- Review field reports for technical accuracy, completeness, and consistency.
- Review Construction Testing Requests (CTRs) and project documentation.
- Identify and resolve discrepancies between field observations, laboratory testing, and project requirements.
- Maintain consistent documentation and quality control procedures.
Engineering & Project Support
- Support project engineers with:
o Geotechnical reviews
o Earthwork evaluations
o Construction drawing and specification review
o Mix design review
o Technical documentation
o Contractor and client coordination
- Participate in preconstruction meetings, project kickoff meetings, and technical planning discussions.
Project Coordination
- Assist with project setup and execution.
- Coordinate project documentation and administrative requirements.
- Support procurement of specialty testing materials and project-related purchases.
- Assist project managers with technical and operational coordination throughout project execution. Laboratory & Equipment Management
- Coordinate laboratory testing logistics.
- Manage incoming testing samples and associated documentation.
- Assist with equipment calibration scheduling and specialty testing programs.
- Help ensure laboratory readiness and operational efficiency. Radiation Safety & Regulatory Compliance
- Serve as Assistant Radiation Safety Officer (RSO).
- Manage the nuclear density gauge program.
- Coordinate annual calibrations, leak testing, inspections, and regulatory documentation. Maintain compliance with applicable state and federal regulatory requirements.
Field Staff Development & Support
- Prepare inspectors for upcoming assignments.
- Provide technical guidance and respond to field questions.
- Assist inspectors with project-specific requirements, documentation, and testing procedures.
- Serve as a technical resource for field personnel.
Client & Contractor Coordination
- Respond to client and contractor inquiries.
- Participate in technical discussions regarding project issues.
- Assist in resolving field concerns while maintaining positive client relationships.
- Support communication between field personnel, project managers, clients, and other stakeholders.
Qualifications
- Four-year college degree preferred (Engineering, Construction Management, or related field).
- Relevant ICC, ACI, NICET, AWS, or similar certifications are highly desirable.
- Construction materials testing and inspection certifications preferred.
- Experience with public works, commercial, transportation, healthcare, educational, and other large-scale construction projects preferred.
- Supervisory or management experience in the construction inspection and materials testing industry preferred.
- Minimum of ten (10) years of overall construction industry experience preferred.
- Strong knowledge of construction inspection, special inspection, soils, concrete, asphalt, structural steel and laboratory / field materials testing practices.
- Familiarity with the California Building Code (CBC), Hcai and DSA requirements and applicable codes/standards preferred.
- Ability to read and interpret construction drawings, specifications, schedules, and geotechnical reports.
- Strong organizational, communication, leadership, and problem-solving skills.
- Ability to manage multiple projects and priorities effectively.
- Strong customer service orientation and professional communication skills.
- Proficiency with Microsoft Word, Excel, Outlook, and related business software.
- Ability to safely perform filed duties, including walking job sites, climbing ladders and scaffolding, lifting up to 50 pounds, and working outdoors.
- Valid California driver’s license with a clean driving record.
