We are seeking a skilled Property Manager with a strong background in grant compliance, property oversight and maintenance. This is an excellent opportunity for someone who is highly organized, proactive, and passionate about supporting mission-driven housing programs.
Job Summary:
The Property Manager will oversee compliance and property management functions for grant-funded housing programs. This includes managing communications with funders (such as HUD, TDHCA, and local CoC partners), ensuring on-time grant submissions, coordinating audits and file reviews, and monitoring performance metrics. The ideal candidate will be a natural problem-solver with a deep understanding of housing compliance, funding regulations, and facilities management.
Key Responsibilities:
- Review and manage daily communications from funders (HUD, CoC, TDHCA, FHLB, etc.).
- Coordinate internal biannual file reviews and prepare for external audits across supportive services, property management, and in-kind donations.
- Lead bi-monthly staff meetings regarding grant spend-downs, allowable expenses, job codes, and compliance requirements.
- Monitor grant reporting tools and submit timely documentation (APR, CoC renewal tools, system performance measures, etc.).
- Read and respond to all grant-related correspondence and initiate internal workflows to ensure timely completion.
- Track and brief leadership on RFPs, NOFOs, and new or renewal funding opportunities.
- Manage grant lifecycle from submission to reporting, including documentation and compliance tracking.
- Conduct annual sub-recipient monitoring and procurement reviews.
- Maintain monthly communication with grant officers and proactively address compliance issues.
- Ensure proper use of systems such as Sage, eLOCCS, and e-snaps; perform HUD drawdowns via eLOCCS.
- Support the organization’s mission by providing regulatory guidance and leadership across departments.
- Notify funders of key changes (e.g., address, staffing, grant concerns).
- Assist with other compliance and operational support duties as needed.
Education:
- High school diploma or GED required.
- Associate’s or Bachelor’s degree in Social Work, Public Administration, Psychology, or a related field preferred.
Experience:
- Experience with grant compliance, or nonprofit operations required.
- Familiarity with federal and state housing regulations and compliance standards.
- Proficiency in Sage, eLOCCS, e-snaps, or similar grant and compliance systems.

- Strong organizational and project management skills.
- Excellent written and verbal communication.
- Ability to manage multiple tasks, timelines, and compliance benchmarks.
- Leadership and problem-solving skills, especially regarding audits or performance issues.
- Empathy and professionalism in working with diverse staff and vulnerable resident populations.
- Flexibility to work occasional early mornings, evenings, or weekends, as needed.
Preferred Qualifications:
- Previous experience in facilities or property management.
- Familiarity with property management systems such as Yardi, OneSite, or CMMS.
- Strong conflict resolution skills and attention to detail.
Job Type: Full-time
Pay: $45,000.00 - $50,000.00 per year
