Why does the job exist?
The Director of Field Services provides executive leadership and strategic direction for the Department's statewide Accredited Veteran Service Officer Program, ensuring the delivery of expert claims representation, benefits advocacy, and technical assistance before the U.S. Department of Veterans Affairs. The Director oversees the Veteran Service Officer Regional Managers, Accountant/Business Operations Specialist, and Quality and Training Manager to ensure the consistent, accurate, and legally compliant delivery of veterans' benefits representation throughout the state.
Additionally, as a working supervisor, the Field Services Director maintains accreditation and provides information and assistance to veterans and/or their dependents in obtaining benefits through federal, state and local avenues. Prepares and submits claims, arguments and appeals per federal and state statutes on behalf of veterans and/or their dependents. Researches, interprets and implements changes in laws pertaining to veterans¿ benefits. Work involves counseling and assisting veterans and their dependents or beneficiaries regarding benefits, programs, and resources.

Key Responsibilities
Division Leadership ¿ Provide oversight, guidance, and performance management for Veteran Service Officer Regional Managers, Accountant/Business Operations Specialist, Quality and Training Manger, and field operations statewide.
VA Communication ¿ Serve as the central point of contact with the Veterans Administration to ensure alignment, compliance, and effective information flow.
Partnership Development ¿ Build and maintain collaborative relationships with veteran service organizations, community partners, and agencies supporting veteran programs.
Strategic Planning ¿ Lead long¿term planning, program development, fiscal management, and operational improvements for the Field Services Division, ensuring alignment with statewide veteran service priorities and agency goals.
Program Advancement ¿ Identify service gaps, expand outreach initiatives, and strengthen statewide veteran support systems.

Minimum Qualification
Bachelor's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, or Family Studies/Services and eight (8) years of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, health care, and/or behavioral health care, of which three (3) years must be supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
Employment Requirements
This position requires certification and training through the Veterans Administration for the National Association of County Veteran Service Officers. Applicant must be able to pass a background check conducted by the Veterans Administration, and must be able to gain access to military installations.
Working Conditions
Office setting, exposure to visual/video display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Ability to travel for work, including in¿state and out-of-state trips to alternate work locations as needed. Must have a valid New Mexico driver's license and the ability to quality for and maintain a state driver authorization.
