University of Hawai‘i, Kapi‘olani Community College, Human Resources is seeking applications for a Human Resources Specialist position. Kapiolani Community College’s Human Resources Department is responsible for all employee and employment-related matters and is committed to administering policies, programs, and services to effectively serve Faculty, Staff, and Administrators. The Human Resources Specialist will work collaboratively with other staff in the Human Resources Department and reports directly to the Human Resources Manager, assisting with but not limited to various benefits-related matters (e.g., vacation/sick leave, workers’ compensation, temporary disability benefits, etc.). In addition, responsible for completing tasks in all aspects of the employee life cycle while ensuring compliance with respective Collective Bargaining Agreements, University policies, and Federal/State regulations.
**Effectively coordinate, along with the senior Human Resources Specialist, all aspects of human resources services for current, prospective, and former employees funded from extramural accounts, e.g., special, revolving, grant, etc.
**Prepares forms for appointments primarily for extramural accounts and provides assistance to other assigned areas.
Reviews requests for all appointments and employment forms for assigned departments, including but not limited to civil service, APT, Faculty (instructional,/non instructional), casual, non-credit, and overload appointments for accuracy and completeness.
**Ensures actions are in compliance with collective bargaining agreements, administrative procedures, including but not limited to, appropriate account codes, justification, etc.
**Determines the correct method of payroll payment, e.g., lag, non-lag, after the fact, etc. Ensures that personnel transactions are processed and submitted to the payroll office to meet payroll deadlines.
**Reviews and oversees the processing of appropriate supporting documents for new appointments, resignations, terminations, leaves without pay, transfers, pay changes, account codes, and status changes.
**Ensures that documents for all transactions for the assigned area of responsibility, such as new hires, transfers, terminations, retirements, and all other personnel transactions, have been completed thoroughly and accurately.
Resolves faculty and staff problems regarding employee health benefits for eligibility, procedures, rules and regulations, retirement, leaves, employment status, annuity, deferred compensation, tuition waiver, payroll procedures, and pay adjustments.
Interprets collective bargaining agreements and advises on the best method or alternatives to use. Keeps abreast with current laws, rules, and regulations. Makes research on websites and/or contacts appropriate officials for appropriate applications.
**Oversees and ensures that the maintenance and processing of vacation and sick leave requests, leave without pay, family leaves, military leave, etc., are in compliance with collective bargaining agreements and administrative procedures.
Replies to inquiries and resolves any discrepancies with employees, supervisors, deans, etc.
Audits G-2’s for college personnel. Ensures that copies of G-2’s are accurate and sent to the appropriate officials for action.
**Oversees the review & processing of compensation for employee fringe, D-55, D-56, meals, temporary assignment, etc. Ensures that forms and documents are sent to the appropriate offices on a timely basis to comply with collective bargaining agreements.
**Responsible for overseeing the leave share program. Ensures processing is in compliance with all pertinent rules and regulations, administrative procedures, and collective bargaining agreements.
Assist with workers' compensation and Temporary Disability Insurance (TDI) claims.
Administers rules and regulations, and develops campus policies and procedures for the Student Employment and Cooperative Education (SECE) program. Oversees the processing of student appointments.
Assists in developing and writing student assistant position descriptions. Establishes and/or classifies position classifications and pay. Reviews requests for pay increment and/or promotion.
Responds to inquiries regarding benefits, e.g., pay rates for holidays, overtime, night differential, leaves, temporary assignments, etc., in accordance with collective bargaining agreements, personnel policies and procedures, rules and regulations.
Initiates, develops, and prepares customized summary reports as needed using software such as PeopleSoft, MS Excel, Google Sheets, etc.
**Manages the maintenance of official personnel files for all employees. Disposes, archives, and/ or transfers records in accordance with established rules and regulations. Manages the general email account of the department.
**This position is assigned to effectively manage all aspects of human resources services for assigned employees, prospective and former employees, and assists in unassigned areas and employees to provide professional, personalized, and efficient services.
Develops, coordinates, promotes, and occasionally conducts in-service faculty/staff development workshops and other staff development programs.
Handles new employee benefits orientation for all new employees.

Possession of a baccalaureate degree in Business Administration, Human Resources Management, Management, Public Administration, or related field and 1 year(s) of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience that provides the required education, knowledge, skills, and abilities as indicated.
Functional knowledge of principles, practices, and techniques in the area of human resources management demonstrated by knowledge, understanding, and ability to apply concepts and terminology.
Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations, and systems associated with human resources management.
Demonstrated ability to recognize problems, identify possible causes, and resolve the full range of problems that may commonly occur in the areas of human resources.
Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing software such as Microsoft Word, Excel, Adobe Acrobat, and other commonly used software.
Demonstrated ability to prioritize and complete multiple tasks with conflicting deadlines.
Demonstrated ability to analyze, interpret, and use sound logic and judgment when applying policies and procedures.
Demonstrated ability to produce work that is detail-oriented, accurate, neat, and organized, and must be able to follow up on assigned tasks through satisfactory completion
