Position Title: CBRN/CWMD Subject Matter Expert (SME) – National Guard Bureau (NGB) WMD Civil Support Program

Position Overview
INTECON is recruiting a Chemical, Biological, Radiological, and Nuclear (CBRN) / Combating Weapons of Mass Destruction (CWMD) Subject Matter Expert to support the National Guard Bureau (NGB) J3/4/7 Operations Directorate, Domestic Support (DOMOPS) Analytical Services program in Arlington, Virginia. The position supports the NGB-J3/4/7-W Combating Weapons of Mass Destruction Division, which oversees the Guard's 57 Weapons of Mass Destruction Civil Support Teams (WMD-CSTs) and the wider CBRN Response Enterprise (CRE), including CBRNE Enhanced Response Force Packages (CERFPs) and Homeland Response Forces (HRFs). Per the solicitation, a CBRN SME is a technical expert responsible for defending against weapons of mass destruction and hazardous materials. They conduct reconnaissance, surveillance, and decontamination; operate specialized equipment; and provide technical advice on CBRN threats, while training military and civilian personnel on CBRN survival measures and advising commanders and staff on CBRN threats, hazards, and protective measures in the field.
Roles and Responsibilities
- Provide dedicated analytical support to the 57 WMD-CST program and the CBRN Response Enterprise across its Joint Event Life Cycle (JELC), supporting approximately 220 exercise and evaluation events per year with weekly status reporting
- Conduct eight to ten formal field observations per year of WMD-CST, CERFP, and HRF training and external evaluations (EXEVALs), traveling approximately 64 times per year across CONUS
- Draft After-Action Reports within three days of observed events, documenting findings, trends, and recommended corrective actions, and enter lessons learned into JLLIS within required timelines
- Produce the biannual EXEVAL trending analysis and annual gap analysis, converting the exercise cycle's raw observations into readiness insight suitable for Joint Commanders Conference-level audiences
- Advise Division leadership and unit commanders on CBRN detection, decontamination, radiological safety, and toxicology matters affecting response readiness
- Develop and review emergency plans and conduct risk assessments supporting CRE force employment and posture decisions
- Perform force structure analysis using the Total Force Structure Management System (TFSMS) in support of CRE manning and equipping decisions
- Support training of military and civilian personnel on CBRN survival measures, such as mask confidence, protective gear, and emergency response procedures
- Support planning and analysis for optional CBRN communications support requirements, and prepare technical input to Division briefings, information papers, and senior leader products on both NIPRNet and SIPRNet
Required Qualifications
- Security: U.S. citizenship. Top Secret security clearance (see Required Clearance Level below)
- Experience: Generally 5 to 15+ years in CBRN defense, emergency management, or related technical fields
- Experience in developing emergency plans and conducting risk assessments
- Proficiency with the Total Force Structure Management System (TFSMS)
- Demonstrated experience supporting National Guard or comparable DoD CBRN organizations in classified environments
- Knowledge Domain: Deep understanding of CBRN detection, decontamination, radiological safety, and toxicology
Required Education
Bachelor's or Master's degree in a scientific or engineering field, Physical/Biological Sciences, Industrial Hygiene, or Toxicology.
Preferred Qualifications
- DoD or military certification (e.g., graduates of the Army Chemical Corps / MOS 74D / 740A, or Marine Corps 5711) – highly desired per the solicitation
- Certified Hazardous Materials Manager (CHMM), Certified Emergency Manager (CEM), Registered Radiation Protection Technologist (RRPT), and/or Hazmat Technician certifications – highly desired per the solicitation
- WMD-CST, CERFP, or HRF assignment or evaluation team experience
