The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for an LCB Licensing Specialist in the Bureau of Licensing, Licensing Systems and Program Management Division. In this role you will be responsible for creating curriculums, maintaining procedures, and training staff who perform advanced technical work in the regulatory review of liquor license and permit applications. EXAMPLE OF DUTIES
This position collaborates with the Bureau's four divisions and the Director's Office to establish and meet staff and program training needs. As an LCB Licensing Specialist, you will perform the following duties:
Staff Training: Develop and conduct procedural trainings, workshops, and discussions for clerical, technical, and specialist staff, as well as all refresher training for updated or new procedures as required-
Process Evaluation: Work with supervisors and management to assess employee progress, identify performance gaps, and tailor training material to improve outcomes

Resource Maintenance: Develop and update licensing procedural manuals, procedures, and informational webpages

Licensing Expertise: Examine and review all types of transfer and new applications to determine correct execution, eligibility, and subsequent approval or denial of applications for approximately 80 license and permit types as it relates to the training program

Business and Legal Processes: Provide training on, review and determine acceptability of legal documents, such as agreements of sale, partnership agreements, leases, court orders, franchise agreements, IRS seizures, bankruptcy orders, and court opinions, liens, and writs

Case Communication: Provide case status updates to applicants, licensees, attorneys, legislators, and agency staff through verbal and written correspondence

Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.

Telework: You will have the opportunity to work from home (telework) part-time, up to four days per week, with one day per week in the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
