Overview
Client First Technologies currently is seeking a Lead Technology Specialist in support of our government customer. The Lead Technology Specialist is responsible for leading system maintenance and enhancement activities for a critical government information system that supports human research protection oversight. The Lead Technology Specialist plans, coordinates, and oversees the change request process, data migration, and end-user training so that the system continues to meet the customer’s regulatory and mission requirements. This individual manages work using an Agile Scrum methodology and serves as a senior technical leader across the full software development lifecycle of solutions built on the Microsoft Power Platform within a secure government Microsoft 365 cloud environment.

Requirements:
Lead tasks related to maintaining and enhancing the system to support the customer’s regulatory requirements for human research protection oversight

Plan, coordinate, and oversee all activities, resources, and deliverables in support of the system and the customer’s mission and objectives

Manage the change request process, including establishing and operating a Change Control Board (CCB) and the tools and procedures users and stakeholders use to submit, track, and manage System Change Requests (SCRs)

Analyze government-issued standard operating procedures and written materials, assess their impact on the system, and submit required SCRs through the CCB prior to implementation

Oversee data migration activities, including managing and documenting the system’s data structure (SharePoint Online lists and libraries) and maintaining historical data migrated from legacy SharePoint environments

Coordinate end-user training, including periodic reviews and refresher training, for stakeholder staff

Manage the project using Agile Scrum processes, including facilitating daily scrums, sprint planning, and backlog grooming

Establish, document, and manage standard procedures for all project processes, incorporating government work instructions and standard operating procedures for work simplification

Coordinate platform upgrades, license changes, and feature adoptions, and provide recommendations regarding deprecations that affect the system

Collect key metrics and provide project performance reports, including monthly status reports
Qualifications

Bachelor’s or master’s degree from an accredited college or university

Minimum of eight (8) years of experience in leading the development of management information systems, of which at least three (3) years shall have been in a technical lead or supervisory capacity

Proven experience developing, testing, and troubleshooting MS Power Platform applications

Experience with administration of Microsoft SharePoint sites and data

Be proficient in the use of Microsoft Office (Word, Excel, PowerPoint, Outlook), as well as Project and Adobe Acrobat.

Experience developing IT systems in compliance with strict regulatory frameworks
Preferred Qualifications

Possess a bachelor’s or master’s degree from an accredited college or university in computer science, information science, information systems management, or technology management

Possess a current and active Microsoft Power Platform certification

Possess experience working with DoW or DON systems and management
-
Experience with Federal, DoW, and DON human research protection requirements
-
Experience developing IT systems that must operate in compliance with the requirements of SECNAVINST 3900.39E series regulations
